If the operation ratio is between the lower limit operation ratio and the upper limit operation ratio, it is inquired whether or not the compressor operation ratio remains between the lower limit operation ratio and the upper limit operation ratio in all of the cycles, the amount of which is a consecutively predetermined number.

In all of the steps wherein the heater is operated, it is controlled whether or not the cooling compartment temperature has reached the compressor cut-in temperature.
