Abstract
The AIS (Automatic Identification System) is a system of communication between vessels, for example fishing vessels, which makes it possible to limit collisions between these vessels and which allows surveillance of the maritime traffic in view of the coast by virtue of coastal stations which listen to the communications. The collecting of these data by satellite allows maritime surveillance far from coasts and verification of the data transmitted by analysis of the signal received. The maritime surveillance authorities are desirous that the data, collected by satellite, relating for example to the position of the vessels in their territorial waters not be broadcast globally. Indeed, this would allow a user, by listening to the satellite, to ascertain the AIS messages exchanged far from these coasts. The AIS messages contain the position of the transmitting vessel, as well as its identifier, its direction, etc. The invention consists in implementing an encryption of the data that have been sent back down, based on the content of these data. The encryption of the data also allows the authorities to provide the AIS data as a service, possibly a pay-for service.

COLLECTEES PAR LE SATELLITECOLLECTED BY THE SATELLITE
The present invention relates to a method for selectively protecting the satellite replay of publicly broadcast data collected by the satellite. This invention is proposed as part of the satellite collection of AIS data. It only applies to applications in which the signal sent from Earth and collected by the satellite is public. The AIS (Automatic Identification System) is a system of public communication between ships which makes it possible to limit the collisions between ships and which allows a surveillance of the maritime traffic for the coast thanks to coastal stations which listen to the communications. The satellite collection of this data allows maritime surveillance far from the coast and verification of the data transmitted by the analysis of the received signal. AIS messages, which are broadcast in public, contain the position of the transmitting vessel, as well as its identifier, heading, speed, ...
Maritime surveillance authorities generally do not want data on, for example, the position of ships in their territorial waters, collected by satellite, to be disseminated globally. Indeed, this would allow a user, possibly ill-intentioned, listening to the satellite, to know the AIS messages exchanged far from its coast.
In addition, these authorities may wish to provide services, possibly paying, to certain categories of ships, which does not allow current processes provided the end customer has the means to receive the data retransmitted by the satellite.
On the other hand, the use of a single encryption is such that a user has access to everything (including data from ships in the territorial waters of other countries) or nothing (including ship data not in its territorial waters), so that if it wants to have access data from ships in its territorial waters, all authorized users must have access to it too. The present invention provides a method of selectively protecting the satellite broadcast of publicly broadcast data collected by the satellite so that some of these data can only be accessed by authorized persons or entities. The method according to the invention is a method for selectively protecting the satellite rebroadcast of data broadcast publicly from the ground, collected by the satellite, and rebroadcast by the satellite to the ground, and is characterized in that it consists of to encrypt on board the satellite before rebroadcast to the ground, according to at least one level of encryption, a portion of the data, the encryption key used for this encryption being a function of the data themselves. According to one aspect of the invention, the data collected and rebroadcast by the satellite are AIS data.
According to another characteristic of the invention, this method is characterized in that the encryption is a function of the position of the initial transmitter on the ground, the latter being contained in the data stream transmitted by the ground transmitter, collected by the satellite, encrypted on board the satellite, then rebroadcast to the ground by the satellite.
According to yet another characteristic of the invention, this method is characterized in that the encryption is a function of the identity of the initial transmitter on the ground, the latter being contained in the data stream transmitted by the ground transmitter, collected by the satellite, encrypted on board the satellite, then rebroadcast to the ground by the satellite.
According to another characteristic of the invention, relating to the AIS data, the data disseminated can be accessible to a given authority of a given country if at least one of the following conditions is fulfilled: the ship is of the same nationality as these authorities , or the ship is in its territorial waters, or the ship is destined for a port of the given country and is close to its final destination.
The invention consists in particular in setting up data encryption of the downlink of a telecommunications satellite based on the content of these data, for example to make accessible by an authority only the data concerning the ships present in its data. territorial waters. Encryption of the data may also allow the authorities to provide AIS data concerning their territorial waters as a service, possibly for a fee, and possibly for selective availability.
The present invention will be better understood on reading the detailed description of an embodiment, taken by way of non-limiting example and illustrated by the appended drawing, in which: the single FIGURE is a simplified diagram of the means implemented for an application of the invention to the AIS system.
In the diagram of the single figure of the drawing, there is shown a ship 1 sailing off the coast of a country 2. A ground station 3 for communication with at least one satellite 4 processing an AIS system is located in the country 2, at any distance from the coasts, the condition being that it can communicate with the satellite 4, possibly in deferred time. The ship 1 (as well as all the vessels participating in the AIS concerned) transmits in the direction of the satellite 4 a "rising" beam 5 of AIS data, and this satellite re-transmits, possibly in deferred time, towards the station 3 a "downstream" beam 6 of AIS data processed as described below. The "return" path of the AIS communications, namely the instructions and various information transmitted by the station 3 towards the satellite 4 will not be described here in detail. It will be mentioned simply that the station 3 can send to the satellite transmission equipment 4 on-board encryption modification orders falling under the jurisdiction of the authorities managing the station 3. The AIS processing carried out aboard the satellite 4 is as follows. Country 2 has access to data issued by vessel 1, for example if: vessel 1 is of the same nationality or vessel 1 is in its territorial waters or vessel 1 is destined for a port in country 2 and is close enough to its final destination The way to achieve the encryption for this conditional access is obvious to the skilled person on reading this description, this encryption can be of any known type, for example of the type used for banking transactions. Advantageously, each authority downloads directly on board the satellite the encryption key that it wishes to use, so that the designer of the satellite does not know it.
According to an advantageous variant of the invention, an authority authorized to manage the encryption determines an encryption at several levels, depending on the quality of the various users who can receive the data broadcast by the AIS system. Advantageously, the authority communicates directly to the satellite an encryption that it wants the satellite uses to broadcast the data that is intended for it. For example, France may allow all other countries to access data on a list of vessels, may only allow EU countries to access data on another list of vessels, and retain unique rights on a final list . In this case, the message descending to the ships is coded as many times as there are lists.
