Abstract

The invention relates to an interoperable system and method for managing geolocatable multiple services. The invention is particularly for use in toll transport services. The system comprises a database and a module for managing this database. The database contains identification information of a number of users, a number of services of which the location of these services, and a number of suppliers as well as information for authorizing access of the users to one or more services. In addition, the management module comprises a submodule for receiving the location and identification information of the user transmitted by the transmitting means, a submodule for comparing location information of the user with the location information of services, and a submodule for monitoring the authorization of access of the user to a service among the number of services offered by the supplier among the number of suppliers.

Description

The present invention relates to a system and method for interoperable management of geo-localizable multiple services. It finds, in particular, but not only, its application in the field of toll transport services.

More generally, the present invention relates to a particular organization allowing users to choose from among several service providers, the service or services they want to buy, the service or services being located at a given location. This may be for example the use of a road or highway, the use of parking, the benefit of car insurance, the use of a train, etc ...

The organization allows users to access these services, without geographical limitation, to use them, with a check for the purpose of verifying their situation with respect to the service or services purchased, without the need to dispose of any time, a specific title to each service purchased such as a ticket or a ticket, and without slowing the flow of access of users to the services concerned.

The organization also allows service providers to offer services or combinations of services, even of a different nature, specifically tailored to each user, and rates that can evolve dynamically, in real time.

Lastly, the organization allows states and local authorities to have information, in real time, enabling them to dynamically manage the application of certain aspects of their social, environmental and spatial planning policies, etc. ..

Today, the purchase or use of many services is generally characterized by the delivery of a physical title such as a ticket, or a ticket, specific to each service or, for the same service, to each provider .

However, when the title is not secure, it can be copied or modified. A fraud can then develop, to the detriment of the provider as users who will have to bear this loss to win.

If, the title is secure, any alteration of this title can force the user to have to present a proof of the purchase of its title during checks, or, in the worst case, to acquire a new title.

When, as in the case of the road toll, it is necessary to allow a maximum of users to easily access the services 24/24 and 365 days a year, the network established to broadcast the title becomes very expensive, especially as the the specific nature of the title to a service or a service provider, does not allow the pooling of infrastructures or their maintenance.

Mismanaged, these queues provoke dissatisfaction with users who, in the extreme, give up the use of the service or who, exasperated, sometimes have aggressive behavior towards staff, degrade the vending machines and reduce the level of attention of the staff and its productivity. These queues delay or prohibit access to the services offered and limit their economic performance.

Well managed, these files are very expensive because they require to multiply the access points. In the example of a motorway network, it is thus necessary to provide a toll barrier at each entrance, and also, in most cases, at each exit of a motorway network. In the example of a car park, it is necessary to provide several parking terminals.

The document US 2002/0067291 describes an electronic toll system that includes means for tracking the path of a vehicle on a highway, searching for a motorway exit door near the vehicle and charging the motorist according to the route taken.

Moreover, when the title is available at predetermined points of a network, the supply of each point must be sufficient in number and quality, which requires management. performing stocks of securities.

Also, when a physical security is issued, no dynamic management of the rates is possible, nor any alternative offer of substitution of a service by another (for example: in the event of saturation of a motorway lane, made available free parking hours). The regulation of access to services by the modulation of rates is inconceivable.

It is thus difficult or impossible to take into account variable parameters whose frequency of variation can be high (for example: modulation, according to the instantaneous density of the traffic, tariffs of the rights of passage of a highway).

In addition, switching from one tariff formula to another is not easy and requires the user to go to one of the points of the network, or even, in some cases, the point of the initial purchase, to make that change.

Finally, title validity checks are tedious especially when the number of formulas is large and customers are geographically scattered.

Numerous organizations are already known to improve the purchase of services through the use of automated systems, telephone call reception platforms, internet platforms for online registration, or platforms combining several of these modes. . They all result, in one form or another, in the issue of a specific title and have all the disadvantages described above.

Also known, for example documents US 6,744,843 and US 2004/167861 , several organizations aiming to facilitate access to services or to control their entry and / or exit. They involve physical persons or automatons positioned in predetermined locations, activated by data present on a medium, transmitted by a communicating system or by a recognition system (biometric reader, magnetic tape reader, reader of license plates,. ..).

All these organizations are unsuited to services for which the access points are numerous, partly because of the length of their duration of implementation, and partly because of the importance of the infrastructures they provide. Finally, because of the cost of both the investments and the maintenance that would result. In addition, organizations that involve the physical presence of people can be interrupted by staff stoppages and those using PLCs use service-specific systems and, more generally, a single provider.

Many organizations are also known to facilitate payment. They all use a payment medium, either directly (introduction in a reader) or indirectly (transmission of information on the medium). They all experience similar difficulties, further reinforced when the user can not consult or have a detailed invoice of the services consumed.

Finally, there is no known organization today that allows service providers offering the same or different services, to offer services or combinations of services specifically tailored to each user, nor any organization that allows service providers to change their tariff, in particular. Real-time and dynamically based on parameters specific or external services or combinations of services used or subscribed by the user.

Nor is there any organization that allows states and local authorities to have real-time information that enables them to dynamically manage the application of their public policies.

The present invention thus makes it possible, by decoupling the title of the underlying service, to simultaneously manage different types of services offered, for each of them, possibly by several service providers, to switch at any time and in real time tariff formula to another and to benefit from this change without waiting period according to the services chosen, to invoice these services, even when their price evolves according to constantly varying parameters, by unitary service or by service or in a grouped way with a analytical classification or not, to compensate cross-claims between providers and to provide each of them, and possibly third parties, with the relevant information necessary for their controls, the technical, financial and commercial management of their services or the monitoring their policies.

The organization of the invention is adapted, in particular, to transport services (road toll, kilometer insurance, rail transport, etc.) and, in general, to all services related to places where access is controlled (theaters, museums, amusement parks, ...) and all "machine to machine" (M2M) services.

The organization of the invention also adapts to the grouping of purchase requests from users wishing to obtain service providers, the services and / or the most advantageous products on the market.

The present invention therefore aims to remedy the aforementioned drawbacks, thanks to a representative meta-organization of the different modes and means of telecommunication, detection, distribution, management, payment, centralization and compensation existing, simultaneously open to several providers and to several different types of services which, because it delineates the title of the underlying service, no longer requires having, at any time, a title specific to the service purchased (ticket, ticket, ...).

It allows to pool the means used in a "Virtual Business Model" (VBM) break with past organizations and to adapt, in time and space, control needs.

The proposed organization consists of a platform serving as an interface with the users, reachable 24h / 24h and 365 days a year by all modes and means of telecommunication currently available on the market (fixed and mobile telephony, internet, e-mail). mail, fax, ...) and to integrate the future means of communication. The proposed organization also consists of a coherent set of systems allowing the processing of locations obtained from a positioning means (for example GPS, triangulation, beacons, ...) in order to obtain the payment of the service. used and the control associated with the treatment of potential fraud.

The proposed organization finally consists of a database of data in which the information relating to the subscribers and the actual users of the service / s, the data coming from the localization processing systems and the control systems, the information specific to each service and to each service provider (tariff formulas, modulation parameters tariffs, ...), all the procedures and elements allowing the use of the database for control purposes (users, the manager of the organization, service providers, third parties, ...), calculation, centralization, billing and payment, clearing of cross-receivables between the different service providers, and, in general, all the information necessary for the operation, maintenance and measurement of the organization's performance by the manager and / or third parties.

The database makes it possible, in particular, to simultaneously manage several service providers and different types of services with their own specificities, including services dynamically regulated from variable parameters, even external to the services used or subscribed, whose number and frequency are not limited.

All the elements constituting this organization are integrated in a telecommunication network allowing the exchange of information, in particular, between the users and the proposed organization, between the various elements constituting the proposed organization, between these elements and any necessary devices their operation, their maintenance and the measurement of the performance of the proposed organization, between the proposed organization and any arrangements necessary to determine the level of service regulation parameters, between the proposed organization and the control and penalties for service-related offenses between the proposed organization and third parties.

More generally, the invention thus relates, according to a first aspect, to an interoperable management system of geo-localizable multiple services as defined in claims 1 to 12.

    - wherein if the location data of the user (U) matches the location data of the service (S), authorization of the user (U) to the said service (S) is automatically verified based on identification and authorization data of the user (U) stored in [[a]] the database (1),

    - selecting a price corresponding to the service when consumed, wherein the price is based upon service parameters and

    - computing a price corresponding to the service when consumed, wherein the price is the price selected previously the said method, is also characterised in that it does not require physical means near the area in which the said services are available to detect the access to the said services.
14. The [[A]] method according to claim 13, further comprising billing the user (U) for [[its]] access to the service (S) of the service provider (P) and/or for the length of use of [[this]] said service (S).
15. The [[A]] method according to any one of claims 13 and 14, further comprising observing infringements, when the stage to control the authorisation of access by the user (U) to the service (S) shows that the said user (U) is not registered in the database (1) for the said service (S) concerned, or that the right of the said user (U) to access the said service (S) is invalid.
