Abstract

Die Erfindung betrifft ein Rezeptformular bestehend aus Papier, das Flächenbereiche für alphanumerische Informationen enthält. Mit dem Rezeptformular ist mindestens ein elektronischer Datenträger zur Aufnahme alphanumerischer Informationen lösbar verbunden.

Description

Die Erfindung betrifft ein Rezeptformular bestehend aus Papier oder ähnlichem, das Flächenbereiche für alphanumerische Informationen enthält.
Ärzte speichern in ihrem Computer zu den entsprechenden Patientendaten die jeweils verschriebenen Arzneimittel. Entsprechend dem eingegebenen Datensatz wird auch ein Rezept ausgedruckt. Hier wird alphanumerisch Information auf ein Papier, oder ein papierähnliches Blatt aus Kunststoff oder ähnlichem ausgedruckt. Dieses Rezept wird beim Apotheker eingereicht. Im Normalfall erhält der Patient hierfür ein entsprechendes Medikament. Die Rezepte werden vom Apotheker gesammelt und an die Abrechnungsstelle weitergegeben, von wo die entsprechende Abrechnung aus erfolgt.
Leider ist festzustellen, daß es hier immer wieder dazu kommt, daß trotz Einreichung eines entsprechenden Rezeptes das Medikament nicht dem Patienten ausgehändigt wird. Um nun sicherzustellen, daß der Patient tatsächlich das Medikament und nicht irgendeinen anderen Gegenstand für das Rezept vom Apotheker erhält, sind in Italien und Frankreich sog. Vignetten eingeführt worden, die an der Arzneimittelschachtel anhängen und bei Aushändigen an den Patienten vom Apotheker abgerissen werden. Diese Vignetten werden dann zusammen mit dem Rezept zur Abrechnung eingereicht. Dieses System kann leicht umgangen werden und ist nicht betrugssicher, da es vorkommt, daß entsprechende Vignetten eingereicht werden und die Arzneimittel ohne Vignetten ins Ausland verschoben werden, also nicht dem Patienten ausgehändigt werden.
Aufgabe der Erfindung ist es, ein Rezeptformular an die Hand zu geben, daß Grundlage für ein überprüfbares Nachweissystem für die Aushändigung verschiedener Arzneimittel ermöglicht.
Erfindungsgemäß wird diese Aufgabe ausgehend von einem herkömmlichen Rezeptformular der im Oberbegriff des Anspruchs 1 enthaltenen Gattung durch die Kombination mit den Merkmalen gemäß dem Kennzeichen des Anspruchs 1 ermöglicht. Demnach ist mit dem Rezeptformular mindestens ein elektronischer Datenträger zur Aufnahme alphanumerischer Informationen lösbar verbunden.
Mit dem erfindungsgemäßen Rezeptformular kann gleichzeitig mit dem Ausdruck des Rezeptes auf Papier die Rezeptur in den zumindest einen elektronischen Datenträger eingelesen werden. Dies erfolgt über eine entsprechende Druckstation bzw. ein Einlesegerät, das an den PC des verschreibenden Arztes angeschlossen ist.
Bevorzugte Ausgestaltungen der Erfindung ergeben sich aus den sich an den Hauptanspruch anschließenden Unteransprüchen.
Demnach kann der elektronische Datenträger aus einem Chip bestehen. Alternativ kann der elektronische Datenträger aber auch aus einem Magnetstreifen bestehen.
Vorteilhaft sind auf dem Rezeptformular aus Papier zwei elektronische Datenträger mit identischer Information lösbar verbunden.
Vorteilhaft kann der Datenträger mit einer mehrfach haftenden Klebeschicht versehen sein, so daß er von dem Papierrezept lösbar und auf eine beliebige Arzneimittelpackung oder einen anderen Träger ohne weiteres wieder aufklebbar ist.
Mit dem erfindungsgemäßen Rezeptformular kann gleichzeitig mit dem Ausdruck des Rezeptes auf dem Papierträger durch den Arzt einer oder mehrere elektronische Datenträger bereitgestellt werden, der zunächst mit dem Rezept körperlich verbunden, von diesem aber trennbar ist.
Bei Abgabe des Medikaments in der Apotheke kann dann das Rezept ausgehändigt werden. Vom Apotheker bzw. dem Apothekenhelfer kann der entsprechende Datenträger vom Papierrezept getrennt und auf die Medikamentenschachtel aufgeklebt werden, die entsprechend dem Rezept dem Patienten ausgehändigt werden soll. Damit wird die Medikamentenschachtel dem Patienten eindeutig zugeordnet. Durch entsprechende Vorschriften ist der Patient verpflichtet, die Medikamentenschachtel während der Einnahme des Medikaments in seiner Wohnung aufzubewahren. Bei einer entsprechenden Kontrolle durch die Krankenkasse könnte dann durch einfaches Einlesen der entsprechenden Medikamenteninformation auf der Medikamentenschachtel eindeutig feststellbar sein, ob das verschriebene Medikament beim Patienten auch vorhanden ist. Zusätzlich könnte ein weiterer gleichlautender Datenträger für die Abrechnungsstelle und gegebenenfalls darüber hinaus noch ein eigener Datenträger für den Apotheker auf das Rezept aufgeklebt sein.
Mit dem erfindungsgemäßen Rezeptformular kann ein zuverlässiges Überprüfungssystem für die Aushändigung der verschriebenen Arzneimittel an den Patienten etabliert werden. Somit kann dem gezielten Mißbrauch mit verschriebenen aber nicht ausgehändigten Arzneimitteln Einhalt geboten werden.
Vorteilhaft bei dem erfindungsgemäßen Rezeptformular ist es, daß der gesetzliche Kostenträger sowie dann auch die Solidargemeinschaft der Versicherten bei Anwendung des Rezeptformulars nicht getäuscht und hintergangen werden kann.
Bisher war es übliche Praxis, daß die gesetzlichen Kostenträger jedes Tausendste erstattungspflichtige Rezept des Arztes geprüft hat. Hierdurch war es dem Kostenträger bisher nicht möglich, eine tägliche zeitgenaue Berechnung durchzuführen. Vielmehr war es so, daß der Kostenträger nur nach Wochen schätzen konnte, obwohl er eine große Kostenbelastung durch die Arzneimittelverordnung hatte.
Aufgrund des erfindungsgemäßen Rezeptformulares hat der gesetzliche Kostenträger nun folgende vorteilhaften Möglichkeiten:
  • 1. Täglich können die entstandenen Kosten für erstattungspflichtige Verordnungen bundesweit in DM insgesamt und in Rezepteinheiten sowie Packungseinheiten und dergleichen erfaßt werden.
  • 2. Der Kostenträger kann gleichzeitig auch Mehrfachverordnungen eines Versicherten anläßlich gleichzeitig stattfindender Arztbesuche feststellen und unter Umständen von dem Versicherten die Kosten der Mehrfachverordnungen zu Lasten der Solidargemeinschaft wieder zugunsten der Solidargemeinschaft zurückerstatten lassen.
  • 3. Mit dem erfindungsgemäßen Rezeptformular kann dem Mißbrauch entgegengewirkt werden und es ist möglich, die erstattungsfähigen Arzneimittelkosten gegenüber der Solidargemeinschaft innerhalb der Bundesrepublik zu kontrollieren. Insbesondere kann es unmöglich gemacht werden, eine Versorgung von Personengruppen, welche nicht der Solidargemeinschaft der Patienten und Kostenträger innerhalb der Bundesrepublik Deutschland angehören, zu versorgen.
  • 4. Dank elektronischer Datenübertragungssysteme kann sich der gesetzliche Kostenträger auch vorbehalten, einzelne Rezepte bzw. Verordnungen des Arztes durch entsprechende Übertragungssysteme freizugeben. Dies kann in aller Regel sekundenschnell durch ein zu installierendes elektronisches Abrechnungssystem durchgeführt werden. Derartige elektronische Abrechnungssysteme sind heute bereits auf dem Markt vorhanden. Hierdurch kann der Kostenträger gegebenenfalls sofort widersprechen, wenn ein Mißbrauch durch den Versicherten festgestellt wird.
    • Anhand der in der beigefügten Figur dargestellten Ausführungsform werden weitere Merkmale, Einzelheiten und Vorteile der Erfindung erläutert.
    In der einzigen Figur ist ein Rezeptblattentwurf in Papier schematisch dargestellt, auf dem gleichzeitig mit den Ziffern 1, 2 und 3 versehene elektronische Datenträger in Form von Chips 10 aufgeklebt sind. Diese Chips enthalten dieselbe Information, die über den Drucker in das Feld 12 des Rezeptes eingedruckt wurden. Sie sind Iösbar mit dem Rezeptblatt verbunden und die Chips 10 mit den Nummern 1, 2 und 3 enthalten die identische Information.
    Das Rezept des Arztes auf dem Chip 10 mit der Nummer 1 verbleibt zunächst beim Apotheker und wird danach dem Kostenträger zugeleitet.
    Der Chip 10 mit der Nummer 2 enthält die Verordnung und wird auf die jeweilige Arzneimittelpackung durch den Apotheker oder die Apothekenhelferin aufgeklebt.
    Der Chip 10 mit der Nummer 3 kann von einem Patienten, der gleichzeitig Nutzer einer Arzneimittelbox, wie sie in der am gleichen Tag von der Anmelderin hinterlegten Patentanmeldung beschrieben ist, ist, auf der Arzneimittelbox an einer entsprechend vorgesehenen Stelle aufgebracht werden.
    Das hier beschriebene Rezept ist selbstverständlich für gesetzliche Kostenträger wie auch für private Krankenkassen verwendbar.

    Claims (6)

    1. Rezeptformular bestehend aus Papier oder ähnlichem, das Flächenbereiche für alphanumerische Informationen enthält,
      dadurch gekennzeichnet,
      daß mit dem Rezeptformular mindestens ein elektronischer Datenträger zur Aufnahme alphanumerischer Informationen lösbar verbunden ist.
    2. Rezeptformular nach Anspruch 1, dadurch gekennzeichnet, daß der elektronische Datenträger ein Chip ist.
    3. Rezeptformular nach Anspruch 1, dadurch gekennzeichnet, daß der elektronische Datenträger ein Magnetstreifen ist.
    4. Rezeptformular nach einem der Ansprüche 1 bis 3, dadurch gekennzeichnet, daß es zumindest zwei elektronische Datenträger, in denen die identische elektronische Information speicherbar ist, trägt.
    5. Rezeptformular nach Anspruch 4, dadurch gekennzeichnet, daß es drei elektronische Datenträger, in denen die identische elektronische Information gespeichert ist, trägt.
    6. Rezeptformular nach einem der Ansprüche 1 bis 5, dadurch gekennzeichnet, daß die aufgebrachten Datenträger eine mehrfach haftende Klebeschicht aufweisen.
