Сущность изобретения заключается в том, что приемное устройство (ПУ) получает свои координаты от спутниковой системы навигации (например, GPS) и, используя значения координат (долготу и широту), формирует свой персональный код активации и формат приема информации (алгоритм декодирования информации) на соответствующей стандартной частоте радиовещания. Для передачи информации назначенным абонентам, в зависимости от их местонахождения, сначала выбирается и ограничивается район ЧС и его отдельные участки для передачи информации, затем на площади выбранного района формируется матрица, каждая ячейка которой имеет координаты, после этого формируются пакеты информации предназначенной для абонентов выбранной территории, в начале этого пакета прикрепляется код активации передачи информации, сформированный на основе координат каждой отдельной ячейки матрицы, идентичный коду активации ПУ абонента. После этого пакет информации передается для всех ячеек матрицы с наземной станции на один или несколько радиовещательных спутников, радиус действия которых охватывает территорию ЧС. Радиовещательные спутники передают пакеты информации на частоте стандартного радиовещания в формате, основанном на значениях координат ПУ. ПУ, получив код активации, соответствующий сформированному им персональному коду активации, включается и начинает принимать и записывать передаваемую информацию в соответствующем формате. PU, having received the activation code corresponding to the personal activation code generated by it, turns on and begins to receive and record the transmitted information in the appropriate format.
