Сеть информационной коммутации организует взаимодействие между распределенными приложениями посредством коммутации пересылаемых между ними сообщений и характеризуется определяющей все допустимые взаимодействия между приложениями глобальной таблицы коммутации (ГТК), каждая запись которой по адресу приложения-отправителя позволяет однозначно определить адрес приложения-получателя, причем адрес приложения-отправителя задается приложением-отправителем в самом сообщении. Узлами сети информационной коммутации являются сетевые устройства коммутации, называемые информационными коммутаторами, каждый из которых хранит соответствующую ему часть ГТК в виде локальной таблицы коммутации (ЛТК) и выполняет коммутацию сообщений независимо, исключительно на основе собственной ЛТК. При коммутации сообщения по сети информационной коммутации выполняется его промежуточная буферизация на информационных коммутаторах, и сеть информационной коммутации выдает сообщение приложению-получателю только по получению от него запроса.
