Изобретение относится к системе и способу, обеспечивающим создание и использование региональной сети предоставления услуг сети Интернет, конфигурированной на базе существующей проводной радиотрансляционной сети. Обеспечивается широкополосный доступ к комплексным телекоммуникационным услугам одновременно множеству пользователей при высокой скорости передачи данных и гарантируется высококачественное обслуживание для широкого спектра межсетевых/внутрисетевых приложений. К таким приложениям относятся традиционная пересылка данных, управление в реальном времени, мультимедийная и интерактивная коллективная работа, поддерживаемая эффективным распределением ресурсов полосы и буферизации, различные классы обслуживания (т.е. пользователи могут получать Доступ к сети с различными скоростями и с различной полосой), контроль допуска, гибкое распределение ресурсов, контроль в явном виде соотношения между стоимостью и техническими характеристиками. Предпочтительный вариант системы содержит полную сетевую структуру с индивидуальными пользователями и локальными сетями, взаимосвязанными локальными и региональными магистралями в большую сеть, которая использует протоколы IP, обеспечивающие доступ к сети Интернет.
