The oil outlet of the manual pump 2 is connected with the oil outlet of the hydraulic pump station 1 in parallel, and oil is supplied to the hydraulic system together; after the hydraulic oil passes through the manual valve 3, the hydraulic oil is fed to a hydraulic actuator: the swinging device 4, the manned/cargo dual-purpose winch 5 and the luffing cylinder 6 are used for supplying oil to drive the swinging of the suspension arm, the lifting of the steel wire rope and luffing of the suspension arm respectively.

When the crane suddenly breaks the pipeline and loses pressure, the load is locked by the balance valve of the hydraulic actuator, and the crane cannot fall. When the load is to be placed down, a special hose equipped with a crane is needed to be connected with a quick connector at the position of an oil outlet of the manual pump and a quick connector at the position of the manned/cargo dual-purpose winch, then an operator shakes the manual pump, hydraulic oil at the oil outlet of the manual pump is conveyed to the manned/cargo dual-purpose winch through the special hose, so that a brake 18 of the manual pump is opened, an oil inlet and an oil outlet of a hydraulic motor 17 are communicated, the winch is in a floating state, and the winch is reversed under the action of the gravity of the load, so that the load is placed down at a controlled speed.
In an emergency state, hydraulic oil at an oil outlet of the manual pump sequentially passes through the shuttle valve II 9 and the sequence valve 13 to reach a brake 18 of the winch, the brake 18 is opened, and the winch is in a brake-free state; meanwhile, hydraulic oil enters a pilot oil port of the hydraulic reversing valve 11 to push the hydraulic reversing valve to reverse, so that an oil inlet and an oil outlet of the hydraulic motor 17 are communicated through the throttle valve 12, the winch is in a floating state and is out of the locking of the balance valve 15, and the throttle valve 12 can adjust the flow of the oil inlet and the oil outlet of the hydraulic motor 17, so that the winch speed is controlled; meanwhile, hydraulic oil enters a winch descending oil way through the one-way valve 10 to supplement oil for the descending oil way so as to prevent the load from dragging the winch to reverse too fast, and the winch descending oil way is sucked empty, so that the motor is damaged by suction empty.
