The two fixing belts 8 are connected with an air charging and discharging device 7 which can be used for winding and clamping the fixing belts on the body of a wearer to restrain the front-back and left-right swing of the raincoat skirt, the air charging and discharging device 7 is connected with the air bag through a pipeline, and a pipe connected with the air bag by the air charging and discharging device 7 in fig. 14 is not completely drawn; the inflation and deflation device is of a manual pressing structure and is arranged as an elastic ball with an inflation air valve and an air inlet air valve, and the inflation air valve has a deflation function; the air charging and discharging device 7 comprises a rechargeable battery, an air charging motor, an air charging valve and an air discharging valve, and the air charging and discharging device 7 comprises an air pumping function.

the inflation and deflation device is used for inflating and deflating the air bag, and the raincoat skirt is transversely expanded through inflation;
the coat pocket is positioned at the front lower part of the raincoat body, and the opening of the coat pocket is positioned on the inner surface of the raincoat body;
