a water-absorbing layer (5) positioned on one side close to the base paper layer (1);
and the moisture-proof layer (6) is positioned on the side of the water absorption layer (5) away from the base paper layer (1).

A packaging paper with moisture and oil resistance according to claim 2, characterized in that an adhesive layer (7) is arranged between the water absorbing layer (5) and the base paper layer (1), the water absorbing layer (5) and the base paper layer (1) being connected by means of the adhesive layer (7).
