15. A tobacco dispensing apparatus as claimed in any one of claims 1 to 14, wherein: the cutter comprises an upper cutter and a lower cutter, and the upper cutter and the lower cutter can relatively rotate 360 degrees to cut tobacco positioned between gaps of the upper cutter and the lower cutter.
