A paper tape conveying and length-fixing cutting device as claimed in claim 1, wherein the cutting assembly comprises a cutter inlet, a cutter outlet, a paper tape reversing roller, a lower cutter, an upper cutter, a cutter inlet upper guide plate, a cutter inlet lower guide plate, an upper cutter fixing seat, a tension spring, a cylinder and a swing arm, the lower cutter is mounted on the fixing plate, the upper cutter is mounted on the upper cutter fixing seat, the cutter inlet lower guide plate and the cutter inlet upper guide plate are matched to form a plane reference for cutting by the lower cutter and the lower cutter, the paper tape is conveyed into the cutter inlet through the paper tape, the paper tape is reversed to enter the cutter outlet through the paper tape reversing roller, one end of the swing arm is mounted on the fixing plate, the other end of the swing arm is movably connected with the cylinder, one end of the upper cutter fixing seat is connected to the swing arm through a hinge, the other end with the extension spring is connected to make the knife face laminating of going up the cutter is in the knife face of cutter down, the cylinder is installed on the fixed plate, works as the cylinder drive swing arm reciprocating swing makes go up the cutter for lower cutter realizes upper and lower shearing movement.

6. A paper tape feeding and length cutting apparatus as claimed in claim 2, wherein said paper tape inlet includes a tape inlet wheel and an inlet guide plate, said paper tape being rotated by said inlet guide into said tape inlet wheel and said inlet guide plate.
7. A web-feeding and cut-to-length device as recited in claim 1, wherein said adjustable center tube length adjustment assembly further includes a plurality of web-winding rollers mounted on said fixed plate, said photo-sensor being mounted on said fixed plate.
8. A paper tape feeding and cut-to-length device as recited in claim 1 further comprising a tape follower roller for winding the tape, the tape follower roller being mounted on the mounting plate.
9. A paper tape feeding and length fixing and cutting device as claimed in claim 2, wherein a plurality of positioning shafts are mounted on the positioning plate, and the positioning plate adjusting sprocket is movably connected with the positioning plate through the plurality of positioning shafts.

The paper tape conveying and fixed-length cutting device as claimed in claim 9, wherein the paper roll fixing assembly further comprises a paper roll and a connecting plate, the paper tape is sleeved on the paper roll, the connecting plate is movably connected with the paper roll, and the positioning plate is fixedly connected with the connecting plate.
