the ratchet piece (14), the said ratchet piece (14) can rotate with connecting axle (13);
the first movable pawl (15), the first movable pawl (15) is movably arranged on the first connecting frame (11);
the second movable pawl (16), the said second movable pawl (16) is movably set in the second link span (12);
when the second movable pawl (16) abuts against the ratchet piece (14) and the second connecting frame (12) rotates towards the storage barrel (01) relative to the first connecting frame (11), the tightening belt (05) is wound on the connecting shaft (13) and tightened.
