The novel stemming cutter according to claim 4, wherein the cutting-off limiting mechanism comprises a lifting cylinder and a limiting plate, the limiting plate is slidably mounted on the vertical guide rail, the lifting cylinder is arranged in the vertical direction and mounted at the top of the frame, and a piston rod of the lifting cylinder is connected with the limiting plate.
