The dispersant pool stirrer according to any one of claims 2 or 3, wherein 2 to 3 first stirring blades are uniformly distributed along the circumferential surface of the stirring shaft, and all the first stirring blades are positioned on the same circumferential section of the stirring shaft; the second stirring blades are uniformly distributed with 2-3 stirring blades along the circumferential surface of the stirring shaft, and all the second stirring blades are positioned on the same circumferential section of the stirring shaft.

The dispersant pool agitator of claim 1, further comprising an underwater camera disposed within the dispersant pool, wherein the underwater camera monitors precipitation in the dispersant pool, and when precipitation begins to occur in the dispersant pool, the dispersant pool agitator is activated to agitate the dispersant in the dispersant pool.
