The arrangement is that when the sleeve is pulled, the hole wall of the positioning hole is contacted with the arc-shaped surface, and the contact surface is the arc-shaped surface, so that the positioning hook is pushed outwards, the force of the reset spring is overcome, the positioning hook is separated from the positioning hole, and the sleeve can move upwards relative to the seat pillar under the condition of not pressing the stop pin; the lower side of the positioning hook is in contact with the positioning hole in a flat surface, and the positioning hole does not have the function of pushing the positioning hook outwards, so that the positioning hook can be firmly clamped in the positioning hole and cannot automatically move downwards, the force of the return spring can be overcome only by pressing the pressing end of the stop pin through a finger, the positioning hook is separated from the low-position hole, and the shape of the positioning hook has the function of one-way clutch.
