In the initialization power-up action, the electric loading unit electrically conducts each electric induction element 4 and provides a low-voltage; similarly, the electrical loading unit may also electrically connect the paper scrap bag 13, and the paper scrap bag 13 is used to carry a certain amount of charges, and the opposite side of the paper scrap bag 13 is opened due to the repulsion of like charges, which causes the paper scrap bag 13 conveyed downwards to maintain a better cylindrical shape under the action of the charges, and the paper scrap bag 13 loaded with the charges also causes the charge parameter or the voltage parameter of the electric induction element 4 to change when contacting the electric induction element 4. Of course, the electrical loading unit can also electrically connect the paper dust bag 13 and each electrical sensing element 4. After the voltage or the charge of the paper scrap packaging bag 13 or each electric induction element 4 reaches a set value, the electric loading unit electrically disconnects the paper scrap packaging bag 13 and each electric induction element 4; the electric signal detection unit is always electrically connected with the paper scrap packaging bag 13 or each electric induction element 4 and is used for detecting whether the charge quantity or the charge quantity of the paper scrap packaging bag 13 or each electric induction element 4 changes or detecting whether the voltage value or the voltage value of the paper scrap packaging bag 13 or each electric induction element 4 changes or not.

The designated area of the middle part of the inner bottom surface of the barrel body 2 is set as a minimum limit contact surface which is not less than half of the inner bottom surface of the barrel body 2, and preferably, the minimum limit contact surface is greater than 2/3 of the inner bottom surface of the barrel body 2, so that the paper scrap packing bag 13 is ensured to fall in place. The projection of the bag storage box 3 on the inner bottom surface of the tub 2 is set as a projection surface, as shown in fig. 5-7, the dashed line frame shows a minimum limit contact surface, the minimum limit contact surface is larger than the projection surface, and the boundary line of the front and rear sides of the minimum limit contact surface and the boundary line of the left and right sides of the minimum limit contact surface respectively form a closest limit position. At least one electric induction element 4 is fixed between the nearest limit positions of the front side and the rear side and the corresponding side of the barrel body 2 and/or between the nearest limit positions of the left side and the right side and the corresponding side of the barrel body 2, and the control unit generates a stop control signal or a power-off control signal which acts on the air pressure bag laying device 5 when the charge parameter or the voltage parameter of each electric induction element 4 changes.
