3. the delivery pipe column is lifted continuously, the retractable fishing pipe column II and the sleeve milling pipe assembly I move relatively, the clutch mandrel 7 moves downwards, the outer teeth of the clutch mandrel are inserted into the clutch outer sleeve 3 and are firmly meshed with the inner cavity, the lifting delivery mechanism does not move upwards, and the fishing spear is firmly hung and clamped on a bridge plug or a packer to be fished;

5. when the sleeve is milled to the state that the bridge plug or the packer to be salvaged is unlocked, the rest part of the bridge plug or the packer to be salvaged can freely move up and down in the shaft, at the moment, the delivery pipe column is lifted up to enable the retractable salvage pipe column II and the sleeve milling pipe assembly I to move relatively, the clutch mandrel 7 is downwards inserted into the groove in the inner cavity of the clutch outer sleeve 3, and then the lifting force is lifted up to enable the salvage spear to take out the bridge plug or the packer to be salvaged;
