背景技术
目前，内陆的灌溉设施，由于天然地形和发展历史背景的关系，主要以川流式引水灌溉为主，其次为兴建水库以蓄洪济枯而增加灌溉引水量并改善枯水期的低水量，因此排水沟、小支流、山坑、涌泉水及池塘水也被开发为水源。
台湾的气候属高温季风区，且灌溉用水的标的以水稻为主，因此，单位面积用水量甚大，又受产量及作物生长习性的影响，导致用水时间上的不均匀。
然而，利用地表水灌溉，需要修建引水、蓄水或提水等不同取水方式的灌溉系统。取水方式的选择，需根据水源地和灌溉地区的自然、社会和经济条件进行比较后决定，且水源在时间和数量分配上需满足灌溉的一定要求，才可直接从水源地引水，再者，地表水灌溉的水质通常受到严重污染，也无法符合作物生长发育和食品卫生的要求。
