如图1、图2所示，该固定洗手台专用洗手液控制器包括洗手液容器1，所述洗手液容器1的底端连接一出液方管2，所述出液方管2内设置一齿轮状等量分配器3，该等量分配器3通过键连接安装在水平轴4上，出液方管2的内壁上水平设置一销轴5，所述水平轴4一端插置在该销轴5上且为滑动配合，水平轴4另一端伸出出液方管2外并在端部安装一手动旋钮6。
使用前，洗手液容器1内的洗手液落入等量分配器3的两齿间。使用时，转动手动旋钮6，通过水平轴4带动等量分配3器转动，当盛放了洗手液的空间转动到朝下时，其中的洗手液即流下。由于等量分配器3的为齿轮状，两齿间大小相等，所以每次旋转流出的洗手液量为定量。
