目前，一次性旅行清洁袋多为塑料制品，由于塑料不可降解，废弃的旅行清洁袋造成了严重环境污染，于是有人研究开发了一次性环保旅行清洁袋，该一次性环保旅行清洁袋包括内外两层，外层为普通纸，内层为具有防水功效的可降解塑料复合涂层，这种环保旅行清洁袋虽然解决了环境污染问题，但不能达到双重防水功效，一旦外层遇水，该清洁袋会迅速瓦解破坏，因此，开发一种能双重防水环保纸质一次性旅行清洁袋成为外出旅行人们长久期盼解决的问题。
