When a new task is very similar to previous experience, the learning agent should modify the existing model to perform better. At the same time, when a new task has little similarity or relevance to previous experiences, the system may shift knowledge to solve the new task. Most popular deep learning algorithms do not have the ability to incrementally learn incoming new information, which results in catastrophic forgetfulness or interference problems. In particular, the new information may interfere with the previous knowledge, resulting in a degradation of the model on the old task, as the new information is overlaying it. Catastrophic forgetfulness refers to the sudden and severe loss of previously acquired information by a learning system when acquiring new information, which has been a fatal vulnerability of standard artificial neural networks in learning. The learning system must be stable enough to preserve prior knowledge for long periods of time while having some plasticity that can be used to accommodate new learning, both conditions being contradictory, thus constituting a "stability-plasticity puzzle". Current artificial neural networks, including deep neural networks, generally have excessive plasticity, which can lead to serious catastrophic forgetfulness.
