It should be noted that, the center of the circle cavity 221 is not located on the central axis of the flow-through pipe 22, that is, when the mist drops just enter the circle cavity 221, the mist drops only contact with part of the fan blades 26, so that only part of the fan blades 26 are stressed, and the fan blades 26 are driven to rotate by the flow of the mist drops, and the fan blades 26 in the circle cavity 221 are prevented from being stressed uniformly by the dislocation distribution of the circle cavity 221 and the flow-through pipe 22, so that the fan blades 26 are ensured to rotate when the mist drops circulate to the circle cavity 221, the fan blades 26 are ensured to drive the positioning circular plate 27 to rotate, and then the swing rod 29 and the wadding strip 30 are driven to swing in the vertical direction by the positioning circular plate 27.
