step S3: injecting concrete slurry into the first anchoring pipe (801) from a notch on the first clamping block (802), enabling the concrete slurry to pass through the first anchoring pipe (801) and enter the hard rock layer (1), and extruding the concrete slurry from each first pouring hole (8011);
step S4: inserting a second anchoring pipe (901) into a second clamping seat (9) on a protective device standing plate (4) and into a hole groove of the hard rock layer (1), and simultaneously enabling a second clamping block (902) to be clamped above the second clamping seat (9) and the first clamping block (802);
step S5: injecting concrete slurry into the second anchoring pipe (901) from the notch on the second clamping block (902), enabling the concrete slurry to pass through the second anchoring pipe (901) and enter the hard rock layer (1), and extruding the concrete slurry from each second pouring hole (9011);
step S6: the movable reinforcing ribs (7) are locked and fixed between the bottom plate (3) of the protective device and the standing plate (4) of the protective device by using a locking mechanism, so that the reinforcement between the bottom plate (3) of the protective device and the standing plate (4) of the protective device is formed on one hand, and the protective block (703) is attached to the top of the second clamping block (902) on the other hand, so that the reinforcement to the first anchoring pipe (801) and the second anchoring pipe (901) is realized, and the stress stability of the first anchoring pipe (801) and the second anchoring pipe (901) is ensured;
