In summary, the method and the system have the advantages that the planning information of the planning area is obtained, the target evaluation index is selected from the planning information, the evaluation index system is constructed based on the target evaluation index, the evaluation model is constructed based on the evaluation index system, the evaluation value of the evaluation model is calculated, the homeland space planning information is evaluated in the aspects of society, economy, ecological environment and the like, the restoring force of the homeland environment after planning is predicted, and the urban vulnerability is reduced and controlled and the adaptability of the city to external interference is enhanced on the premise of unifying the society, economy and ecological effect, so that effective predictive suggestion is provided for planning of the homeland space, and planning of the homeland space is facilitated.

Claims (9)

1. The monitoring and evaluating method for the homeland space planning is characterized by comprising the following steps of:
s10, acquiring planning information of a planning area, wherein the planning information comprises basic geographic data, resource environment data and socioeconomic data of the planning area;
s20, selecting a target evaluation index from planning information, and constructing an evaluation index system based on the target evaluation index, wherein the evaluation index system comprises a geographic environment evaluation index system, a resource environment evaluation index system and a socioeconomic evaluation index system;
s30, constructing an evaluation model based on the evaluation index system, and calculating an evaluation value of the evaluation model.
2. The method according to claim 1, wherein in step S10, the basic geographical data of the planned area includes administrative division vector data, (DEM) digital elevation model, and land use data.
3. The method of claim 2, further comprising data processing the planning information of the planned area, the method comprising:
(1) Unifying geographic coordinates: converting different types of data into a unified format and a coordinate system, wherein the coordinate system adopts a 2000-national geodetic coordinate system, and the projection coordinate adopts Gaussian-Kelvin projection;
(2) Image data processing: extracting data required by research through a digital elevation model with 30m resolution and a LANDSAT8OLI_TIRS satellite digital product; carrying out pickling film extraction on vector administrative division data of a planning area by utilizing an Arc GIS to obtain the elevation and gradient of a research area, and carrying out pretreatment and supervision classification on LANDSAT8 data by utilizing ENVI to obtain land utilization type data;
(3) Attribute data processing: and (3) counting by Excel software to obtain data such as precipitation, total water resources, active accumulated temperature, average wind speed and the like of a planning area, carrying out visual processing by using related tools in Arc GIS software, and carrying out data connection on vector data and administrative regions of each county.
4. The method according to claim 1, wherein in step S20, the target evaluation index selected from the planning information includes:
the first target evaluation index selected from basic geographic data comprises a planned area, a soil type, various soil occupation ratios, land utilization intensity, a city road area per person, total water resource, precipitation, altitude, vegetation coverage index and greening coverage rate of a built-up area;
a second target evaluation index selected from the resource environment data, including population density, loss rate, average urban road area, scientific expenditure ratio, industrial wastewater discharge, unit GDP energy consumption, urban land occupation ratio, average social electricity consumption and average residential water consumption;
and the third target evaluation index selected from the socioeconomic data comprises final financial institution loans, industrial structure diversified indexes, social consumer product retail sum accounting for GDP proportion, average production sum, urban resident annual available income, average fixed asset investment, actual utilization of foreign resources accounting for GDP proportion and average employee wages.
5. The method for monitoring and evaluating a homeland space planning according to claim 4, wherein in step S20, the method for constructing an evaluation index system based on the target evaluation index comprises the steps of:
s21, selecting a target evaluation index required by the construction of an evaluation index system;
s22, calculating the score value of the target evaluation index, and arranging the score values of the target evaluation index according to the size sequence;
s23, selecting target evaluation indexes meeting the preset selection quantity v according to the sequence from large to small as construction indexes of an evaluation index system.

The method for monitoring and evaluating a homeland space planning according to claim 5, wherein in step S22, the calculation method of the target index score value is as follows: and evaluating the importance degree between every two target indexes, adding 1 to the score value of the target index with higher importance degree, traversing all the target indexes until the score value calculation of all the target indexes is completed, and obtaining the score value of the target evaluation index.
7. The method for monitoring and evaluating the homeland space planning according to claim 1, wherein the evaluation model is an urban society-ecosystem restoring force evaluation model, and the method for constructing the evaluation model comprises the following steps:
s31, selecting m objects to be evaluated and n indexes to be evaluated from an evaluation index system, and constructing an original index data matrix;
s32, performing matrix standardization processing on the original index data, and obtaining weights by using an entropy method;
s33, constructing a weighting matrix, determining the optimal scheme and the worst scheme of the j-th item based on the weighting matrix, and calculating Euclidean distance between the optimal scheme and the worst scheme;
s34, constructing an urban society-ecological system restoring force evaluation model, and calculating an evaluation value of the model.

The method for monitoring and evaluating the homeland space planning according to claim 1, wherein the evaluation model in step S30 is a single-index bearing capacity evaluation model, and the method for constructing the single-index bearing capacity evaluation model comprises the following steps:
selecting a target evaluation index system, wherein the target evaluation index system is one of a geographical environment evaluation index system, a resource environment evaluation index system and a socioeconomic evaluation index system;
step two, constructing a single-index bearing capacity evaluation model based on target evaluation indexes contained in a target evaluation index system, wherein in the step two, the single-index bearing capacity evaluation model is as follows:

the evaluation index system construction module is used for selecting target evaluation indexes from planning information and constructing an evaluation index system based on the target evaluation indexes, wherein the evaluation index system comprises a geographic environment evaluation index system, a resource environment evaluation index system and a socioeconomic evaluation index system;
and the evaluation calculation module is used for constructing an evaluation model based on the evaluation index system and calculating an evaluation value of the evaluation model.
