Meanwhile, the situation that the inner ring 42 and the outer ring 41 of the adhesive tape roll 40 are separated and deformed is reduced, and the reliable release of the insulating tape is ensured. The loading disc 30 is simply assembled, the adhesive tape roll 40 is sleeved on the material shaft after being assembled, and then the circumferential movement of the adhesive tape roll is limited by adopting a nut member.
