A local network satisfying network selection access information (the local network may be referred to as a target local network) means that one or more network parameters of the local network match with corresponding one or more of the network selection access information, i.e. the terminal accesses the target local network in case at least one parameter of the target local network matches with a parameter of the local network in the network selection access information. For example, the identity of the home network of home network a is the same as the identity of the home network to be selected in the network selection access information.
Alternatively, when the terminal wants to use a certain service, if it is searched that a service identifier (service ID) broadcasted by a certain local network is the same as a service identifier supported by the local network, the local network is said to satisfy the network selection access information.
Optionally, the terminal uses a credential (credit) in the network selection access information in an authentication procedure for accessing the home network.
Optionally, the terminal establishes the PDU session using the service parameters in the network selection access information to obtain the service of the third party service provider.
In this embodiment, a terminal obtains network selection access information from a first device, where the network selection access information is used for selecting and accessing a local network by the terminal, where the local network is used to provide services of a third party service provider for the terminal, and the first device includes a device of the third party service provider. In the above manner, in the case that the home network operator of the terminal does not negotiate a roaming agreement with the home network or the third party service provider, the terminal may acquire network selection access information to access the target home network and use the service provided by the third party service provider.

(1) The credential information used in the process of accessing the terminal to the local network, for example, information required to be used in an authentication process when the terminal accesses the local network, which may also be referred to as information used by the local network to authenticate the terminal;
(2) Service parameter information used by the terminal in the target procedure, such as S-NSSAI, DNN, or QoS;
(3) The terminal obtains the parameter information of the service quality guarantee in the target process;
the target process is a process that the terminal uses the service provided by the third party service provider through the local network.
In one embodiment of the present application, the method for obtaining network selection access information by the terminal includes:

1) Identification of a nesting Network, such as Network ID (NID), or hosting Network ID, embodiments of the present application do not limit names;
2) PLMN ID, i.e. the identity of the operator of the home network;
3) A network selection group identity (Group ID for Network Selection, GIN), i.e. an identity of the group to which the local network belongs;
4) An identification SP ID of a third party Service Provider (SP) that can be supported by the nesting network;
5) Identification of services that can be supported by the nesting network, service ID;
6) Time and place information of the access to the nesting network;
the network access information may include at least one of:
1) The credential used by accessing the nesting network, i.e. the information needed to be used in the authentication flow when the UE accesses the nesting network, or the information used for authenticating the UE by the nesting network.
2) The access gateway uses service parameters such as S-nsai, DNN, or QoS used by the service provided by the 3rd party SP.
3) And the parameter information indicating the service quality guarantee obtained when the UE uses the service provided by the 3rd party SP through the nesting network.
For example, an HN (short for serving Network) service level protocol Network element (Service Level Agreement Network Function, SLANF) in the serving Network sends Network selection access information to a 3rd party SP Network element (Network Function, NF).
And step 12, establishing a channel between the UE and the 3rd party NF.
The UE may establish a session through an access network and establish a channel with the 3rd party SP NF through the session. The embodiments of the present application are not limited by what access network the UE establishes the session.
For example, the UE may establish a PDU session through its own home network or a nesting network; alternatively, the UE may obtain an IP address over the WLAN network and use the IP address to contact the 3rd party SP NF.
And 13, the 3rd party SP NF sends the network selection access information of the nesting network to the UE.
Optionally, the UE sends a request message to the 3rd party SP NF through the above channel, for requesting network selection access information of the nesting network.
And 14, the UE selects a nesting network according to the network selection access information and accesses the network.
For example, when the UE searches that there is a nesting network meeting the network selection access information, the UE selects and accesses the nesting network. The network meeting the requirement of the network selection access information refers to that one or more network parameters of the network are matched with one or more corresponding items of the network selection access information. For example, the identifier of the nesting network of hosting network A is the same as the identifier of a nesting network that can be selected in the network selection access information of the nesting network.
Optionally, when the UE wants to use a certain service, if the service ID broadcasted by searching a certain nesting network is the same as the identifier of the service that can be supported by the nesting network, the nesting network is said to satisfy the network selection access information of the nesting network.
Optionally, the UE uses the network of the nesting network to select a credit in the access information in the authentication procedure of the nesting network.
Optionally, the UE uses the service parameters in the network selection access information of the nesting network to establish a PDU session to obtain the service of the third party service provider.

In the above embodiment, the 3rd party SP NF may include one or more network elements in the 3rd party SP. The 3rd party SP NF in the different steps may be the same network element or different network elements. The 3rd party SP NF may be an application server or other network elements in the 3rd party SP domain, which is not limited in this embodiment. When the 3rd party SP NF in the different steps are different network elements, there may be interactions between them to obtain the relevant information in the steps. The embodiments of the present application are not described in detail.
Embodiment two: as shown in fig. 5b, the transmission method of the network selection access information includes the following steps:
step 21, the nesting network sends the network selection access information of the nesting network to a network element NF of a third party service provider (3rd party service Provider,3rd party SP).

Step 22, the 3rd party SP NF obtains a list of networks that can use the service provided by the present service provider through the hosting network.
The 3rd party SP NF in steps 21 and 22 may be the same network element in the third party service provider or may be a different network element.
The third party service provider network element may obtain the network list from the local network element, or may obtain the network list from another network element of the third party service provider.
Network finger of the service provided by the present service provider can be used by the hosting network: the user of the network may use the service provided by the service provider through the hosting network. The third party service provider can have agreement or subscription relation with the users, allow the users to use own service through the hosting network access, and can keep the information of the home operators of the users to form the network list; or, a protocol exists between the third party service provider and some network operators, so that some or all users of the network operators can use their own services through the hosting network access, and the third party service provider can keep information of the network operators to form the network list.
Step 22 is optional.
And step 23, the 3rd party SP NF sends the network selection access information of the nesting network to the SP SLANF.
Optionally, the 3rd party SP NF also sends to the SP SLANF a list of networks that can use the services provided by the present service provider through the hosting network.
If step 22 is not performed, the 3rd party SP NF does not send the SP SLANF a list of networks that can use the services provided by the present service provider through the hosting network in step 24. Alternatively, the SP SLANF may acquire a list of networks that can use the service provided by the present service provider through the hosting network. The manner in which the SLANF obtains the netlist may refer to the third party service provider network element obtaining the description of the netlist.
The 3rd party SP NF and the SP SLANF may be the same network element, and this step may be omitted for the network element.
Step 24, the SP SLANF transmits the network selection access information of the nesting network to the HSLANF (Home SLANF) of the networks in the list of networks.
The SP SLANF may also send the above-mentioned network selection access information to the hslan nf through other network elements.
The SP SLANF sends the above-mentioned network selection access information to the hslan f through a capability opening network element (Network Exposure Function).
Step 25, the HSLANF sends the network selection access information of the serving network to the access and mobility management function (Access and Mobility Management Functio, AMF).
The HSLANF may send the network selective access information to all AMFs of the home network, or may send the network selective access information to some AMFs.
Optionally, the HSLANF sends the network selection access information to the AMF through other network elements.
Optionally, the HSLANF obtains information of UEs that can access the serving network, and sends the network selection access information to the AMFs serving these UEs.

When the 3rd party SP NF in the different steps are different network elements, there may be interactions between them to obtain the relevant information in the steps. Embodiment III: in this embodiment, as shown in fig. 5c, the hosting network is interacted with by the third party service provider through an SLA setup negotiation system.
The SLA establishment negotiation system provides a negotiation communication channel between networks for each network. This eliminates the need to establish a negotiation traffic path between each network. The SLA establishment negotiation system can be implemented based on the capability open system of each operator, or can be implemented based on other technologies, such as blockchain technology.
The transmission method of the network selection access information comprises the following steps:

It should be understood that the chips referred to in the embodiments of the present application may also be referred to as system-on-chip chips, or the like.
The embodiments of the present application further provide a computer program/program product, where the computer program/program product is stored in a storage medium, and the computer program/program product is executed by at least one processor to implement each process of the method embodiments shown in fig. 2, fig. 3, or fig. 4 and achieve the same technical effects, and are not repeated herein.
The embodiment of the application also provides a communication system, which comprises: a first device operable to perform the steps of the method of the embodiment shown in fig. 2 above, a second device operable to perform the steps of the method of the embodiment shown in fig. 3 above, and a terminal operable to perform the steps of the method of the embodiment shown in fig. 4 above.

the first device sends the network selection access information to the terminal.
2. The method of claim 1, wherein the network selection access information comprises at least one of network selection information for network selection by the terminal and network access information for network access by the terminal.
3. The method of claim 2, wherein the network selection information comprises at least one of:
identification of the local network;
an identification of an operator of the local network;
an identification of the group to which the local network belongs;
an identification of a third party service provider supported by the local network;
an identification of services supported by the local network;
time information allowing access to the local network;
location information allowing access to the local network.
4. The method of claim 2, wherein the network access information comprises at least one of:
credential information used in the process of the terminal accessing the local network;
service parameter information used by the terminal in the target process;
the terminal obtains the parameter information of the service quality guarantee in the target process;
the target process is a process that the terminal uses the service provided by the third party service provider through the local network.
5. The method of claim 1, wherein the first device receiving network selection access information comprises:
the first device receiving the network selection access information from the local network; or alternatively, the process may be performed,
the first device receives the network selection access information from a second device, the second device comprising a device of a service level agreement setup and negotiation system.
6. The method of claim 1, wherein the first device sending the network selection access information to the terminal comprises:
the first device sends the network selection access information to the terminal through a session channel of the terminal;

the first device sends the network selection access information to the terminal through the home network of the terminal.
7. The method of claim 6, wherein the first device transmitting the network-selected access information to the terminal through a home network of the terminal, comprising:

8. The method of claim 1, wherein prior to the first device transmitting the network selection access information to the terminal, the method further comprises:

13. The method of claim 11, wherein the network access information comprises at least one of:
Credential information used in the process of the terminal accessing the local network;
service parameter information used by the terminal in the target process;
the terminal obtains the parameter information of the service quality guarantee in the target process;
the target process is a process that the terminal uses the service provided by the third party service provider through the local network.
14. The method of claim 10, wherein the second device transmitting the network selection access information comprises:
the second device sends the network selection access information to a first device, wherein the first device comprises the device of the third party service provider;
