The urban emergency broadcast media adaptation method according to claim 1, wherein the emergency broadcast platform expands ground frequency modulation parameters based on an emergency broadcast message format specification and an emergency broadcast platform interface specification, and comprises receiving frequency modulation bands and frequencies, and pushing emergency broadcast programs to an urban emergency broadcast media adaptation server;
and the urban emergency broadcast media adaptation server creates frequency modulation type emergency broadcast program contents according to the pushed emergency broadcast programs and the standard requirements.
5. The urban emergency broadcast media adaptation method according to claim 1, further comprising the steps of:
the urban emergency broadcast media adaptation server monitors the state of the terminal, the emergency broadcast playing state and the result.

The city emergency broadcasting media adapting system is characterized by comprising an emergency broadcasting platform, a city emergency broadcasting media adapting server and a media information issuing system, wherein the media information issuing system further comprises an Internet of things management platform and a terminal,
the emergency broadcast platform is used for pushing at least one type of emergency broadcast program to the urban emergency broadcast media adaptation server based on the emergency broadcast message format specification and the emergency broadcast platform interface specification;
the urban emergency broadcast media adaptation server is used for generating emergency broadcast program contents played by the terminal according to the type of the emergency broadcast program and a preset program template, wherein playing control information of the emergency broadcast program contents comprises program types, playing modes, playing terminal types, terminal positions, playing time and playing times, and the program types, the playing modes, the playing terminal types, the terminal positions, the playing time and the playing times are sent to an Internet of things management platform of the media information release system, and the priority of the emergency broadcast program contents generated by the urban emergency broadcast media adaptation server is set to be the highest;
the Internet of things management platform of the media information release system is used for sending emergency broadcast program content played by the terminal to a corresponding terminal in the media information release system;
the terminal of the media information release system is used for adding the schedule after receiving the emergency broadcast program content, and playing the emergency broadcast program content preferentially when the playing condition is met.

The urban emergency broadcast media adaptation system according to claim 6, wherein the emergency broadcast platform is configured to extend parameters necessary for receiving a terrestrial broadcast digital television program based on an emergency broadcast message format specification and an emergency broadcast platform interface specification, including a receiving frequency, a media type, a program ID, an audio ID, and a video ID, and push the emergency broadcast program to the urban emergency broadcast media adaptation server;
the urban emergency broadcast media adaptation server is used for creating emergency broadcast program contents of the terrestrial broadcast digital television type according to the requirements of the specifications according to the pushed emergency broadcast programs.

The urban emergency broadcast media adaptation system according to claim 6, wherein the emergency broadcast platform is configured to form video files, audio files, media stream URLs, picture files, and text based on the emergency broadcast message format specification and the emergency broadcast platform interface specification, and push emergency broadcast programs to the urban emergency broadcast media adaptation server;
the urban emergency broadcast media adaptation server is used for creating video files, audio files, media stream URLs, picture files and text type emergency broadcast program contents according to the pushed emergency broadcast programs and the specification requirements.

The urban emergency broadcast media adaptation system according to claim 6, wherein the emergency broadcast platform is configured to expand ground frequency modulation parameters based on an emergency broadcast message format specification and an emergency broadcast platform interface specification, and comprises receiving frequency modulation bands and frequencies, and pushing emergency broadcast programs to the urban emergency broadcast media adaptation server;
the urban emergency broadcast media adaptation server is used for creating frequency modulation type emergency broadcast program contents according to the pushed emergency broadcast programs and the standard requirements.
10. The urban emergency broadcast media adaptation system according to claim 6, wherein said terminals comprise community media terminals, traffic media terminals, business media terminals, travel media terminals and/or administrative media terminals.
