in practical application, in order to facilitate the user to purchase medicine, after the user completes the activation of the electronic medical insurance certificate through the user terminal, the user can complete the medical insurance identity verification and the medical insurance payment settlement in an on-line face brushing mode through the IoT equipment; however, in an actual scenario, many special users (such as elderly users, teenagers, or physically handicapped users) have no mobile phone or do not have an application account for activating the electronic medical insurance certificate through the user terminal, so that identity verification and payment cannot be performed on line by using medical insurance;
According to the activation method of the electronic medical insurance certificate, the specific account of the user under the payment platform is quickly created through the entity certificate of the user, and the electronic medical insurance certificate of the user is activated based on the specific account, so that the user without an application account of a mobile phone or the payment platform can use the internet of things (IoT) device conveniently, and the convenience of payment of medical expenses of the user is improved;
specifically, user identity information acquired by a service component of a medical institution through entity credentials of a user is acquired, a specific account of the user on a payment platform is created under the condition that an application account of the user associated with the user identity information is empty, and electronic medical insurance credentials of the user are activated based on the user identity information and account identification of the specific account; therefore, the user does not need to access through a user terminal and collect and extract information, information is collected only through the service component, a specific account is further created for the user on the payment platform, so that the electronic medical insurance certificate of the user is activated, the user can pay medical insurance fees and verify identities through the IoT device on line, the user coverage rate of medical insurance IoT device service is improved, and the convenience of medical fee payment of the user is also improved.
Referring to fig. 1, the method for activating an electronic medical insurance certificate provided in the present embodiment may be applied to a payment platform, and specifically includes steps S102 to S108.
Step S102, acquiring user identity information acquired by a service component of the medical institution through entity credentials of the user.
The medical institutions include institutions that provide medical services; such as hospitals, pharmacies, and the like. The service assembly comprises an assembly consisting of equipment for information acquisition and data forwarding; optionally, the service component includes a card reader device and an IoT device; the user identity information is acquired by the card reading equipment through identifying the entity certificate; the biometric is collected by the IoT device. Furthermore, the service component may also include only one IoT device. The IoT device in this embodiment includes a terminal device that specifies a standard and directs distribution by a national medical insurance institution, and supports a user to complete actions such as medical insurance identity verification and medical insurance payment settlement by face brushing; optionally, the IoT device comprises: camera, card reader. The card reader, such as a four-in-one card reader, can read identity certificates, chips of bank cards, magnetic strips of bank cards and two-dimensional codes.
The entity credentials comprise credentials which are issued to the user in a offline manner and are used for proving the identity of the user and/or identifying the uniqueness of the user, or credentials which are issued to the user and enable the user to enter corresponding services; such as social security cards, medical security cards, identity credentials, and the like. The user identity information comprises the name and/or the identity credential number of the user. Optionally, the user identity information is collected after the application account associated with the biometric feature collected by the service component is empty. The biological characteristics comprise a human face image; in addition, the biological characteristics can also comprise fingerprint characteristics, palm print characteristics or iris characteristics and other characteristics; the present embodiment is not limited herein; the present embodiment will be described below taking a face image as an example.
The present embodiment may be applied to a payment platform, which includes a platform with payment capability, and may further provide other services, such as vehicle management services, bank credential management services, communication services, etc., which is not limited herein.
The application accounts comprise accounts opened by a payment platform for users; the user can log in the application of the payment application corresponding to the payment platform based on the application account, and further log in the service provided by the payment platform based on the application; the payment platform is used for guaranteeing the effectiveness and reliability of the application account and the relevance with the user, and the user's application account can log in and participate in the service of the payment application after binding the contact information and the identity information. Therefore, in this embodiment, the contact ways of the application account and the user are in one-to-one correspondence; the contact way comprises a channel identifier which can be used for carrying out information interaction with a user; such as phone identification, mailboxes, etc.
In specific implementation, in order to improve convenience of using the IoT device by the user, in the process of identity verification or payment by the user, the user performs a service request of identity verification or payment by brushing a face. The user needs to use the medical insurance certificate in the process of payment or identity verification of the medical institution, the medical institution needs to inquire whether the user activates the electronic medical insurance certificate in the process of providing service for the user, and in practical application, the activation of the medical insurance certificate needs to be performed based on the account of the user on a payment platform; therefore, after the user brushes the face, firstly inquiring whether an application account matched with the face image of the user exists or not, and if the application account is inquired, acquiring a service identifier of the electronic medical insurance certificate according to a preset flow; if the application account is not queried, the user is guided by the IoT device to submit the entity credential to a service user or to expose the entity credential to gather user identity information based on the entity credential. The medical insurance certificate comprises a certificate which is distributed to the user and used for paying the medical expense to the user.
In an optional implementation manner provided in this embodiment, before acquiring the acquired user identity information, the following operations are further performed:
Acquiring the biological characteristics acquired by the service component and inquiring an application account associated with the biological characteristics;
if the query result is empty, sending the query result to the service component to acquire the user identity information acquired by the service component;
if the query result is not null, querying whether an application account associated with the biological feature has an activation record of the electronic medical insurance certificate;
if yes, reading the medical insurance certificate identifier of the user and generating a service identifier of the user based on the medical insurance certificate identifier;
if not, reading the user identity information associated with the queried application account, and sending a credential activation request to the medical insurance management platform based on the read user identity information and the queried application account identification.
Specifically, acquiring biological characteristics of a user acquired by an IoT device of a medical institution, and querying an application account associated with the biological characteristics; if the query result is null, sending the null query result to the IoT device to perform user identity information collection based on the entity credentials of the user; if the query result is not null, querying whether an application account associated with the biological feature has an activation record for the electronic medical insurance certificate; if yes, generating a service identifier of the user based on the medical insurance certificate identifier of the electronic medical insurance certificate; if not, reading the user identity information associated with the queried application account, and sending a credential activation request to a medical insurance management platform based on the read user identity information and the queried account identification of the application account so as to activate the electronic medical insurance credential of the user; therefore, the convenience of the user for activating the electronic medical insurance certificate is improved, and the electronic medical insurance certificate is directly activated according to the inquired application account without triggering the user under the condition that the application account associated with the biological characteristics is inquired but the activation record of the electronic medical insurance certificate does not exist in the application account.
Further, under the condition that the application account associated with the biological feature is not queried, because the user identity information is required to be utilized for activating the electronic medical insurance certificate, an empty query result is sent to the IoT device to acquire the user identity information; in this embodiment, the user may place the entity certificate into the card reader for user identity acquisition by the service user by placing the entity certificate into the card reader or by giving the entity certificate to the service user of the medical institution. In an optional implementation manner provided in this embodiment, the user identity information is obtained by adopting the following manner:
identifying the entity certificate and obtaining the user identity information;
or alternatively, the process may be performed,
identifying the entity certificate to obtain a certificate identifier of the entity certificate, and sending an identity information inquiry request to an issuing mechanism of the entity certificate based on the certificate identifier;
and acquiring the user identity information associated with the certificate identifier returned by the issuing mechanism.
Specifically, the user identity information can be directly obtained through a chip for identifying the entity certificate or characters on the entity certificate; in addition, if the user identity information cannot be obtained directly through the entity identification credential, firstly identifying the entity credential to obtain a credential identification, and inquiring the identity information of the issuing organization of the entity credential based on the credential identification to obtain the user identity information returned by the issuing organization.
Optionally, the IoT device of the medical facility may obtain the user identity information by: the method comprises the steps of acquiring user identity information sent after a card reader of a medical institution identifies entity credentials of a user, acquiring user identity information obtained after the card reader of the medical institution identifies the entity credentials of the user and identifies the entity credentials of the user forwarded by a server of the medical institution, or acquiring credential identifications sent after the card reader of the medical institution identifies the entity credentials of the user, and inquiring the identity information based on the credential identifications to obtain the user identity information.
For example, a hospital's IoT device gathers face images of a user and sends to a paymate; the payment platform acquires a face image and inquires an application account associated with the face image; if the application account associated with the face image is not queried, an empty query result is sent to the IoT device, and the IoT device displays an identity information collection reminder; the social security card is handed to a service user of the hospital under the user line, the service user inserts the social security card into a card reader for identification, and a user name and an identity credential number are obtained and sent to a hospital server; the hospital server sends the user name and the identity credential number to the IoT device, which in turn uploads the user name and the identity credential number to the paymate.
In a specific implementation process, in order to avoid that the inconsistency of the user identity information and the collected biological characteristics affects the effectiveness of activating the electronic certificate, and also in order to avoid that the biological characteristics are inaccurate and cannot be admitted into the identification application account, in an alternative implementation manner provided in this embodiment, after obtaining the user identity information collected by the IoT device of the medical institution through the entity certificate of the user, the following operations are further performed:
invoking a third party verification interface to verify whether the user identity information is matched with the biological feature;
if not, sending an identity matching failure prompt to the IoT device to re-acquire the biological characteristics;
if yes, inquiring the account identification of the application account associated with the user identity information;
if the query result is null, determining that the application account associated with the user identity information is null;
if the query result is not null, querying whether an application account associated with the user identity information has an activation record of the electronic medical insurance certificate;
if yes, reading the medical insurance certificate identifier of the user and generating a service identifier of the user based on the medical insurance certificate identifier;
if not, based on the user identity information and the account identification of the application account associated with the user identity information, sending a credential activation request to the medical insurance management platform.
Specifically, after acquiring user identity information acquired by a service component of a medical institution through an entity credential of a user, invoking an identity verification interface and transmitting the user identity information and biological characteristics to perform identity matching verification; if a verification result which passes verification and is returned by the identity verification result is received, in order to avoid the reduction of the effectiveness of inquiring the application account based on the biological characteristics due to the change of the biological characteristics, the inquiring efficiency and the inquiring effect are influenced, and whether the application account associated with the identity information of the user exists is inquired; if not, determining that the application account associated with the user identity information is empty; if yes, inquiring an activation record of the electronic medical insurance certificate by an application account associated with the user identity information; if the query result is empty, activating the electronic medical insurance certificate of the user based on the user identity information and the account identification of the associated application account; if the query result is not null, generating a service identifier of the user based on the medical insurance certificate identifier carried in the activation record.
The service identifier comprises an identifier used for representing that a user uses the electronic medical insurance certificate to pay and/or verify identity once; for example: dynamic codes, service tokens, etc. Optionally, the activating process for the electronic medical insurance certificate of the user includes: and sending a credential activation request to the medical insurance management platform, and acquiring an activation result returned after the medical insurance management platform activates the electronic medical insurance credential of the user. If the activation is successful, the activation result comprises an activation success identifier and a medical insurance certificate identifier.
Acquiring user identity information acquired by a service component of a medical institution through an entity credential of a user under the condition that the acquired biological feature is not associated with an application account, matching the user identity information with the biological feature, inquiring the application account associated with the user identity information under the condition that the matching is successful, and if the inquiring result is null, activating the electronic medical insurance credential of the user by quickly creating a specific account of the user on a payment platform.
After the user identity information is obtained, the account inquiry can be performed firstly and then the matching can be performed, besides the matching is performed firstly and then the account inquiry is performed; that is, acquiring user identity information acquired by a service component of a medical institution through entity credentials of a user under the condition that the acquired biological characteristics are not associated with an application account, and querying the application account associated with the user identity information; if the query result is empty, activating the electronic medical insurance certificate for the user by quickly creating a specific account of the user on the payment platform; if the query result is not null, checking whether the user identity information is matched with the biological characteristics; if not, sending an identity confirmation reminder to the IoT device, and querying an activation record of the electronic medical insurance certificate of the associated application account under the condition that the identity confirmation instruction is acquired; if yes, directly inquiring the activation record of the electronic medical insurance certificate of the associated application account.
In addition, step S102 may be replaced by obtaining user identity information collected by the card reader through the entity credential of the user and sent by the IoT device of the medical institution, and forming a new implementation manner with other processing steps provided in the present embodiment; optionally, the user identity information is collected after the biometric-associated application account collected by the IoT device is empty. Step S102 may be replaced by obtaining user identity information collected by a service component of a medical institution through entity credentials of a user, and correspondingly, step S104 described below may be replaced by creating a specific account of the user on the payment platform when an application account associated with the user identity information is empty, and forming a new implementation manner with step S106 and step S108 described below.
Step S104, when the user identity information is matched with the biological characteristics and the application account associated with the user identity information is empty, creating a specific account of the user on the payment platform.
In practical application, in order to ensure the validity of an application account of a user on a payment platform, the application account corresponds to the contact way of the user one by one; in order to improve the convenience of activating the electronic medical insurance certificate without an application account, a specific account which does not correspond to the contact way is created, so that a user can use the electronic medical insurance certificate under the condition of not paying an application or not having a mobile phone, and the perception degree of the user on the medical insurance certificate is improved. Optionally, the particular account is service limited at the paymate. Optionally, the specific account is login-limited at the paymate; the specific account carries a specific tag, if a user needs to log in the payment application based on the specific account, the specific account needs to be bound with the contact way, and when the binding contact way of the specific account is detected, the specific tag of the specific account is canceled. Further, the user may not perceive a particular account without the payment application or the device for logging in to the payment application; the specific account is only used as a medium for opening and using the electronic medical insurance certificate of the user.
In a specific execution process, a specific account of a user in a payment platform is created, namely, the specific account is created according to creation logic except for an associated contact way process in creation logic of an application account of the payment platform, and the specific account is marked specifically, so that the specific account carries a specific label. Optionally, the specific account is associated with the biometric and/or the user identity information.
In addition, step S104 may be replaced by creating a specific account associated with the biometric feature and/or the user identity information under the payment platform, and forming a new implementation with the other processing steps provided in the present embodiment, in case the user identity information matches the biometric feature and the application account associated with the user identity information is empty.
Step S106, a credential activation request is sent to the medical insurance management platform based on the user identity information and the account identification of the specific account.
The credential activation request includes a request sent to the medical insurance management platform to cause the medical insurance management platform to activate the user's electronic medical insurance credentials.
In the step, a specific account of the user on the payment platform is created, and in the step, a credential activation request is sent to the medical insurance management platform based on user identity information and account identification of the specific account so as to activate the electronic medical insurance credential of the user.
In this embodiment, the medical insurance management platform may perform the activation processing of the electronic medical insurance credential of the user based on the following manner:
a medical insurance credential identification associated with the user identity information and the account identification is generated.
Optionally, the medical insurance credential identification includes a number for the user to generate an electronic medical insurance credential for identifying the user.
It should be noted that, the medical insurance management platform may perform activation processing of the electronic medical insurance credential of the user according to the actual scene configuration, and this embodiment is merely exemplary.
Step S108, obtaining an activation result returned after the medical insurance management platform activates the electronic medical insurance certificate of the user.
In this embodiment, if the electronic medical insurance certificate of the user is successfully activated by the medical insurance management platform, the activation result includes an activation success mark and an activation generated medical insurance certificate identifier; if the activation fails, the activation result contains an activation failure flag and/or a failure reason.
In the implementation, in the process of payment and/or identity verification of a medical institution, in order to enable the medical institution to obtain corresponding payment means and/or identity verification channels; that is, by generating a service identification of the electronic medical insurance certificate to cause the medical institution to make payment and/or identity verification based on the service identification;
The service identifier is an identifier which is generated by the medical insurance management platform and used for payment and identity verification; the service identifier may be in the form of a dynamic code or a token, and the form of the service identifier is not limited in this embodiment. The service identifier comprises a payment identifier which is generated by the medical insurance management platform and is associated with the medical insurance certificate identifier of the user. The service identifier can be used for carrying out medical insurance fee payment and identity verification. Optionally, the service identifier includes a service code or a service token.
In an optional implementation manner provided in this embodiment, after the activation result is obtained, the following operations are further performed:
generating a service identifier of the user based on the medical insurance certificate identifier carried in the activation result;
and sending the service identification to the service component so as to send the service identification to a service platform of the medical institution.
Optionally, the generating the service identifier of the user based on the medical insurance credential identifier carried in the activation result includes:
sending a service identifier generation request to the medical insurance management platform based on the medical insurance credential identifier;
and receiving a service identifier generated and returned by the medical insurance management platform under the condition that the medical insurance certificate identifier is in an activated state.
Specifically, after the payment platform acquires the activation result, generating a service identifier generation request based on a medical insurance credential identifier carried in the activation result and sending the service identifier generation request to the medical insurance management platform; and receiving a service identifier returned by the medical insurance management platform when the medical insurance certificate identifier is in an activated state and sending the service identifier to the service component so as to forward the service identifier to a service platform of the medical institution.
For example, after acquiring an activation result of an electronic medical insurance credential of a user sent by a medical insurance management platform, reading a credential ID (Identity document, identity number) contained in the activation result; generating a dynamic code generation request containing the credential ID and sending the dynamic code generation request to a medical insurance management platform; the medical insurance management platform verifies whether the credential ID contained in the dynamic code generation request is in an activated state; if not, sending a failure prompt to the payment platform so as to charge the payment platform and re-activate the electronic medical insurance certificate of the user; if yes, generating a dynamic code associated with the credential ID and/or user identity information associated with the credential ID and returning to the payment platform. And after the dynamic code is acquired by the payment platform, the dynamic code is sent to the medical institution for payment and/or identity verification. In the process of sending the dynamic code to the medical institution, the payment platform may send the dynamic code to the IoT device, and the IoT device may send the dynamic code to the service platform of the medical institution, or may directly send the dynamic code to the service platform of the medical institution by the payment platform, which is not limited herein.
In this embodiment, the service identifier may be used to make a medical insurance fee payment and identity verification; these two processes are specifically described below.
In a first optional implementation manner provided in this embodiment, after receiving a service identifier, the service platform performs the following operations:
determining a payment fee for the user to pay based on the electronic medical insurance credential;
and generating a record to be paid based on the payment cost, the service identification and the mechanism identification of the medical institution and sending the record to the medical insurance management platform so as to carry out payment processing on the payment cost.
Specifically, the service platform generates a record to be paid based on the payment cost of the medical insurance and the service identifier and sends the record to the medical insurance management platform, the medical insurance management platform records the record to be paid and records the record on a settlement date, and meanwhile, the medical insurance management platform associates the record to be paid with the electronic medical insurance certificate corresponding to the service identifier after receiving the record to be paid so as to promote the effectiveness of the management of the electronic medical insurance certificate. Optionally, the medical insurance payment fee includes a medical fee paid based on the electronic medical insurance voucher.
For example, the user pays 100 yuan of medical fee, the medical insurance can reimburse 50%, and the hospital determines that the medical insurance pays 50 yuan after receiving the dynamic code of the user forwarded by the paymate; generating a record to be paid based on the 50-element medical insurance payment cost, the code value of the dynamic code and/or other related information and sending the record to a medical insurance management platform; and the medical insurance management platform performs accounting according to the records to be paid, and performs payment based on all records to be paid in the settlement period when the settlement period of the current time expires. In order to promote the effectiveness of the electronic medical insurance payment credential management; the code value of the identification dynamic code is determined to be the associated target electronic medical insurance certificate, and the record to be paid is associated to the target electronic medical insurance certificate.
In a second optional implementation manner provided in this embodiment, after receiving a service identifier, the service platform performs the following operations:
inquiring the user identity information associated with the service identifier from the medical insurance management platform based on the service identifier;
and reading the service record of the user in the medical institution according to the user identity information.
Specifically, the service platform queries the user identity information associated with the service identifier, and reads the service record of the user in the medical institution according to the user identity information.

The foregoing describes specific embodiments of the present disclosure. Other embodiments are within the scope of the following claims. In some cases, the actions or steps recited in the claims can be performed in a different order than in the embodiments and still achieve desirable results. In addition, the processes depicted in the accompanying figures do not necessarily require the particular order shown, or sequential order, to achieve desirable results. In some embodiments, multitasking and parallel processing are also possible or may be advantageous.
In the 30 s of the 20 th century, improvements to one technology could clearly be distinguished as improvements in hardware (e.g., improvements to circuit structures such as diodes, transistors, switches, etc.) or software (improvements to the process flow). However, with the development of technology, many improvements of the current method flows can be regarded as direct improvements of hardware circuit structures. Designers almost always obtain corresponding hardware circuit structures by programming improved method flows into hardware circuits. Therefore, an improvement of a method flow cannot be said to be realized by a hardware entity module. For example, a programmable logic device (Programmable Logic Device, PLD) (e.g., field programmable gate array (Field Programmable Gate Array, FPGA)) is an integrated circuit whose logic function is determined by the programming of the device by a user. A designer programs to "integrate" a digital system onto a PLD without requiring the chip manufacturer to design and fabricate application-specific integrated circuit chips. Moreover, nowadays, instead of manually manufacturing integrated circuit chips, such programming is mostly implemented by using "logic compiler" software, which is similar to the software compiler used in program development and writing, and the original code before the compiling is also written in a specific programming language, which is called hardware description language (Hardware Description Language, HDL), but not just one of the hdds, but a plurality of kinds, such as ABEL (Advanced Boolean Expression Language), AHDL (Altera Hardware Description Language), confluence, CUPL (Cornell University Programming Language), HDCal, JHDL (Java Hardware Description Language), lava, lola, myHDL, PALASM, RHDL (Ruby Hardware Description Language), etc., VHDL (Very-High-Speed Integrated Circuit Hardware Description Language) and Verilog are currently most commonly used. It will also be apparent to those skilled in the art that a hardware circuit implementing the logic method flow can be readily obtained by merely slightly programming the method flow into an integrated circuit using several of the hardware description languages described above.
The controller may be implemented in any suitable manner, for example, the controller may take the form of, for example, a microprocessor or processor and a computer readable medium storing computer readable program code (e.g., software or firmware) executable by the (micro) processor, logic gates, switches, application specific integrated circuits (Application Specific Integrated Circuit, ASIC), programmable logic controllers, and embedded microcontrollers, examples of which include, but are not limited to, the following microcontrollers: ARC625D, atmel AT91SAM, microchip PIC18F26K20, and Silicone Labs C8051F320, the memory controller may also be implemented as part of the control logic of the memory. Those skilled in the art will also appreciate that, in addition to implementing the controller in a pure computer readable program code, it is well possible to implement the same functionality by logically programming the method steps such that the controller is in the form of logic gates, switches, application specific integrated circuits, programmable logic controllers, embedded microcontrollers, etc. Such a controller may thus be regarded as a kind of hardware component, and means for performing various functions included therein may also be regarded as structures within the hardware component. Or even means for achieving the various functions may be regarded as either software modules implementing the methods or structures within hardware components.
The system, apparatus, module or unit set forth in the above embodiments may be implemented in particular by a computer chip or entity, or by a product having a certain function. One typical implementation is a computer. In particular, the computer may be, for example, a personal computer, a laptop computer, a cellular telephone, a camera phone, a smart phone, a personal digital assistant, a media player, a navigation device, an email device, a game console, a tablet computer, a wearable device, or a combination of any of these devices.
For convenience of description, the above devices are described as being functionally divided into various units, respectively. Of course, the functions of each unit may be implemented in the same piece or pieces of software and/or hardware when implementing the embodiments of the present specification.

It will be understood that each flow and/or block of the flowchart illustrations and/or block diagrams, and combinations of flows and/or blocks in the flowchart illustrations and/or block diagrams, can be implemented by computer program instructions. These computer program instructions may be provided to a processor of a general purpose computer, special purpose computer, embedded processor, or other programmable data processing apparatus to produce a machine, such that the instructions, which execute via the processor of the computer or other programmable data processing apparatus, create means for implementing the functions specified in the flowchart flow or flows and/or block diagram block or blocks.
These computer program instructions may also be stored in a computer-readable memory that can direct a computer or other programmable data processing apparatus to function in a particular manner, such that the instructions stored in the computer-readable memory produce an article of manufacture including instruction means which implement the function specified in the flowchart flow or flows and/or block diagram block or blocks.
These computer program instructions may also be loaded onto a computer or other programmable data processing apparatus to cause a series of operational steps to be performed on the computer or other programmable apparatus to produce a computer implemented process such that the instructions which execute on the computer or other programmable apparatus provide steps for implementing the functions specified in the flowchart flow or flows and/or block diagram block or blocks.
In one typical configuration, a computing device includes one or more processors (CPUs), input/output interfaces, network interfaces, and memory.
The memory may include volatile memory in a computer-readable medium, random Access Memory (RAM) and/or nonvolatile memory, such as Read Only Memory (ROM) or flash memory (flash RAM). Memory is an example of computer-readable media.

Computer-readable media, as defined herein, does not include transitory computer-readable media (transmission media), such as modulated data signals and carrier waves.
It should also be noted that the terms "comprises," "comprising," or any other variation thereof, are intended to cover a non-exclusive inclusion, such that a process, method, article, or apparatus that comprises a list of elements does not include only those elements but may include other elements not expressly listed or inherent to such process, method, article, or apparatus. Without further limitation, an element defined by the phrase "comprising one … …" does not exclude the presence of other like elements in a process, method, article or apparatus that comprises the element.
