the media gateway MG is configured to, according to the instruction of the application server AS, include: pushing early media ringing tone to the called terminal, playing prompt voice to the calling terminal, receiving the voice stream of the calling user, synthesizing into new color vibration media, sending to the called terminal,
when the incoming call intention is announced to the called party, a calling terminal initiates a call request to the called terminal, and the call request is forwarded to an application server AS; after receiving the call request message, the application server AS connects the media gateway MG (Media Gateway), and synchronously forwards the call request to the called terminal, initiates early media negotiation of the color vibration/color printing function, and after the negotiation is successful, the media gateway MG pushes network early media ringing tone to the called terminal; the application server AS receives the call request message, synchronously connects the calling terminal and the media gateway MG, and establishes a communication session between the calling terminal and the media gateway MG; after the media gateway MG and the calling terminal are connected with a media channel, the application server AS instructs the media gateway MG to play prompt voice to the calling party, and prompts the calling party to speak the intention of giving the called party to remove electricity; the calling user describes the intention of calling out electricity in the form of voice on the voice channel connected with the media gateway MG to form voice flow; after receiving the voice stream of the calling user, the media gateway MG adopts a media voice synthesis technology to synthesize the voice stream of the calling user and the color vibration voice of the called user into a new color vibration media and push the new color vibration media to the called terminal where the called number is located; the called terminal plays an incoming call ringing tone mixed with the caller's intention to explain the incoming call; if the called user does not want to answer, the call is hung up at the called terminal, the application server AS synchronously releases media resources, the early media from the media gateway MG to the called terminal ends playing, and the media path from the media gateway MG to the calling terminal is hung up; if the called user answers, the application server AS receives the receiving signaling sent by the called terminal and synchronously releases the media paths from the media gateway MG to the calling terminal and the called terminal; meanwhile, the called terminal and the calling terminal directly establish a call media session, and the calling user and the called user can start a call.
7. The apparatus of claim 6, the media gateway MG pushing network early media to the called terminal in accordance with a protocol including 3GPP24.183.
8. The apparatus of claim 6, wherein the media speech synthesis technique employs an FFMPEG multitrack synthesis tool.

An electronic device, comprising: memory, a processor and a program for notifying the callee of an incoming call intention stored on the memory and executable on the processor, which when executed by the processor implements the steps of the method for notifying the callee of an incoming call intention as claimed in any one of claims 1 to 5.
10. A computer storage medium having stored thereon a program for advertising an incoming call intention to a called party, which when executed by a processor, implements the steps of the method for advertising an incoming call intention to a called party as claimed in any one of claims 1 to 5.
