the background management system is used for monitoring the OBU vending machine, verifying the legitimacy of the OBU equipment and generating a secondary issuing information instruction; the background management system stores PSAM secret keys which are used for generating operation instruction contents for ESAM;
and the user terminal is in communication connection with the background management system and is used for enabling the vehicle owner to remotely activate the OBU device.

The secondary distribution system of an OBU device according to claim 1, wherein the background management system performs validity check on the OBU device specifically includes: an operation server is arranged in the background management system and passes through an OBU database issued once, the OBU self-service vending machine sends the once issued information of each OBU device to the background management system through a remote communication unit, and when invalid information of a certain issue occurs, the background management system carries out active alarm and prompts operation and maintenance personnel to process, and notifies the OBU in a certain sub storage unit of the OBU self-service vending machine that the OBU is illegal and not allowed to be sold; the validity check includes: judging whether the primary release service provider is the service provider, whether the type of the deal is legal, whether the version of the deal is legal, whether the serial number of the contract is matched with the serial number of the contract in the primary release database, and whether the valid date of the contract is out of date, and when any validity check content is not met, judging that the primary release information of the OBU is illegal and not allowing to be sold.

The secondary issuing system of an OBU device according to claim 1, wherein the OBU vending machine display interaction unit is configured to prompt a vehicle owner to provide information, and prompting the vehicle owner to pick up the OBU device specifically comprises: the vehicle owner actively scans the OBU self-service vending machine, submits information by displaying the dynamic two-dimensional code displayed by the interactive unit, and the OBU self-service vending machine notifies all the bound information to a background management system by a remote communication unit; the background management system respectively checks the vehicle information pre-stored in the system according to the received information to be issued for the second time, and the verification is not allowed to be sold; the background management system and the signing bank are called through an interface to verify whether signing with the bank is successful, and if signing fails, the OBU equipment is not allowed to be sold.

The secondary distribution system of OBU devices of claim 1, wherein the background management system monitoring OBU vending machine bodies comprises: the built-in GPS unit of the OBU vending machine reports the geographic position of the OBU vending machine in real time, and meanwhile, the geographic position is matched with the geographic position when the vending machine is installed and arranged, and if the geographic position is inconsistent, an alarm is given; and each hardware module of the OBU vending machine is used for self-checking whether the machine of the shipment unit is normal, whether the machine is linked with a background management system, and whether each sub-storage unit is normal or not, and is used for determining whether the OBU vending machine is in a normal working state or not, if the OBU vending machine is in a fault state, fault information is recorded, and maintenance personnel can perform problem positioning and maintenance.

6. The secondary distribution system of an OBU device according to claim 1, wherein the background management system is capable of generating an order list for a background manager to filter the aggregate order information to generate an order trend graph.
7. The secondary distribution system of the OBU device according to claim 5, wherein the OBU device comprises a main control chip, a key information storage unit;
the main control chip is used for detecting whether the wake-up source IO of the USB is always in an inserted state or not at regular time, and if the main control chip detects a USB hardware connection signal, an instruction for keeping the working state is sent, and OBU equipment is controlled to be in the working state; if the USB hardware channel is disconnected, a dormancy instruction is sent, and the OBU equipment is controlled to be in a dormancy state;
the key information storage unit is used for identifying the original ESAM instruction and replying an instruction result to the MCU main control chip through SPI communication.
8. A method of secondary distribution of an OBU device, said method being adapted to the system of any one of claims 1-7, comprising:
the OBU equipment issuing unit places the OBU equipment after one-time issuing in a storage warehouse unit of the OBU vending machine;
the background management system monitors the validity of the information issued by the OBU equipment once, and if the information issued by the OBU equipment once is illegal, the OBU equipment is not sold; if the OBU device is legal, the background management system generates a secondary issuing information instruction;
the background management system acquires the owner information through a display interaction unit of the OBU vending machine, and checks the owner information with the vehicle information prestored in the system, and if the verification is not allowed to be vended; the background management system is called with the signing bank through an interface, verifies whether signing with the bank is successful or not, and does not sell the OBU equipment if signing fails, so that secondary issuing of the OBU equipment is realized;
and the vehicle owner acquires the OBU device and activates the OBU device.
9. The method of secondary distribution of an OBU device of claim 8, further comprising:
an OBU equipment replenishment threshold value is arranged in the background management system, the remaining OBU equipment of the OBU vending machine storage warehouse unit is monitored, and replenishment reminding is sent out when the number of the remaining OBU equipment of the storage warehouse unit is lower than the replenishment threshold value;
the background management system checks and monitors the quantity of the warehouse, calculates the theoretical OBU quantity in the storage warehouse unit of the current OBU self-service vending machine through the replenishment record and the shipment record, combines the actually detected OBU quantity, and carries out quantity abnormality warning when the quantity of the theoretical OBU and the actual OBU quantity are inconsistent;
the background management system monitors and manages each trade order, and if an order abnormality or an order failure occurs, problem backtracking, analysis, solution and later optimization are carried out according to recorded order information;
the background management system can generate an order list for background management personnel to screen summarized order information and generate an order trend graph.
10. The method for secondary distribution of an OBU device according to claim 9, wherein the activating of the OBU device by the vehicle owner comprises the steps of:
after the vehicle owner installs the OBU equipment, the USB data line is connected with the USB interfaces of the vehicle owner mobile phone and the OBU equipment;
the user terminal sends the ciphertext B to a main control chip of the OBU device;
the main control chip of the OBU device analyzes the ciphertext B, generates a primary ESAM reading instruction, and transmits the primary ESAM reading instruction to the key storage unit through the SPI channel;
the key storage unit executes the result, obtains the stored primary release information and secondary release information, and transmits the primary release information and the secondary release information to the main control chip of the OBU device through the SPI channel;
the OBU equipment main control chip generates a ciphertext B through data encryption and transmits the ciphertext B to the user terminal through a USB data channel;
the user terminal judges whether the result is normal or not through decrypting the ciphertext B, and continuously packages the result into a ciphertext A to be transmitted to a background management system;
after receiving the ciphertext A, the background management system analyzes the ciphertext A into normal primary release information and secondary release information, and judges the validity of the information;
after receiving the ciphertext A, the user terminal analyzes the ciphertext A, and if the primary release information and the secondary release information are effective, the original ESAM is repackaged into a ciphertext B by taking a random number operation instruction, and the ciphertext B is sent to an OBU device main control chip through a USB hardware channel;
the OBU device main control chip analyzes the ciphertext B to obtain a random number instruction for the original ESAM, transmits the random number instruction to the key information storage unit through the SPI, packages the obtained ESAM operation result into the ciphertext B, and transmits the ciphertext B to the user terminal through the USB hardware channel;
the user terminal analyzes the ciphertext B, and repacks the result into ciphertext A and sends the ciphertext A to the background management system;
after analyzing the ciphertext A, the background management system generates a primary update ESAM information operation instruction which is matched with the random number one by one after PSAM encryption operation; after being packed into ciphertext A, the ciphertext A is sent to a user terminal;
after receiving the ciphertext A, the user terminal analyzes and preliminarily judges whether to perform the next operation, packages the original ESAM information updating operation instruction into a ciphertext B, and sends the ciphertext B to the OBU equipment main control chip through the USB hardware channel;
after the ciphertext B is analyzed by the OBU equipment main control chip, a primary update ESAM information operation instruction is obtained and sent to the key information storage unit through the SPI channel;
after receiving the original ESAM information updating operation instruction, the key information storage unit performs instruction validity verification through the random number replied before, after the verification is passed, the ESAM information updating operation is performed, and an operation result is packed into a ciphertext B and transmitted to the user terminal;
after receiving and analyzing the ciphertext B, the user terminal preliminarily judges an activation result, packages the result into a ciphertext A and sends the ciphertext A to a background management system, and after the ciphertext A is sent, prompts the owner of the vehicle that the activation is successful, and the OBU equipment can normally pass ETC;
and after receiving the ciphertext A, the background management system records the activating result and records the file, and the activating process is completed.
