本申请提供的图像编解码方法和装置,能够降低编码器和解码器的成本开销和功耗。该方法可以包括:从第一存储器读取第一帧图像的第一子图像,并将该第一子图像存入第二存储器,该第一存储器为片外存储器,该第二存储器为片内存储器;基于该第一子图像,对该第一子图像的基本层进行编码,得到该第一子图像的基本层的码流和第一重构图像;将该第一重构图像写入该第二存储器;从该第二存储器读取该第一重构图像和该第一子图像;基于该第一重构图像和该第一子图像,对该第一子图像的第一增强层进行编码,得到该第一子图像的第一增强层的码流和第二重构图像。
