本公开实施例提供一种移相器及其驱动方法、天线,属于微波传输技术领域。本公开实施例提供的一种移相器,其包括相对设置的第一基板和第二基板,以及设置在二者之间的第一介质层;第一基板包括:第一基底,设置在第一基底靠近第一介质层一侧的第一参考电极层,第一参考电极层包括多个绝缘且间隔设置的第一参考电极,每个第一参考电极上设置有第一开口;第二基板包括:第二基底,设置在第二基底靠近第一介质层一侧、且间隔排布的多条第一传输线;其中,第一传输线与第一参考电极一一对应;每条第一传输线具有第一传输端和第二传输端,每条第一传输线的第一传输端与第一开口在第二基底上的正投影至少部分重叠。
