if the position of the dispatching application party is higher than the position of the dispatching receiver, namely the dispatching application party is an upper unit, and the dispatching receiver is a lower unit, the authority dispatching center verifies the authority dispatching request, and the verification range is only verified in the forms of whether the information is compliant, complete and the like;
if the position of the scheduling applicant and the position of the scheduling receiver are located at the same level, namely the scheduling applicant and the scheduling receiver are the same-level units, the authority scheduling center also can call the address information of the common upper-level unit of the scheduling applicant and the scheduling receiver, and send the authority scheduling request to the common upper-level unit, and the common upper-level unit carries out form audit and substantial audit on the authority scheduling request.
