For example, if the business situation of the merchant in the evaluation item indicates that the merchant makes continuous profits in nearly three years, 5 points (value) can be obtained, and if the business situation of the merchant in the evaluation item indicates that the merchant makes profits in nearly three years of 100-200 ten thousand (value range), 3 points can be obtained, and the like. Further, the semantic analysis operation may be understood as evaluating authenticity and execution capacity of the relevant certificate reported by the merchant, for example, by performing semantic analysis on an audit financial report reported by the merchant, it can be known that the merchant makes continuous profit for nearly three years, and 5 points can be obtained.
Therefore, the optional embodiment can execute different evaluation operations on the evaluation project according to different project types corresponding to the evaluation project, can further improve the reliability and accuracy of the obtained project evaluation result, enriches the intelligent evaluation mode of the project evaluation system, and ensures the evaluation objectivity in the evaluation process.
In another optional embodiment, in the above step, performing semantic analysis operation on the target information according to a semantic analysis type corresponding to the target information of the review item to obtain a semantic analysis result of the target information, which is used as a second review result of the review item, includes:
determining all review experts meeting the review requirements from a preset expert set, and determining the characteristic information of each review expert;
calculating the review matching degree between the target information of the review project and each review expert according to the semantic analysis type corresponding to the target information of the review project and the characteristic information of all the review experts;
screening all the evaluation experts with evaluation matching degrees larger than or equal to a preset evaluation matching degree threshold value from all the evaluation experts, and taking the screened evaluation experts as all target evaluation experts corresponding to the target information of the evaluation project so as to enable all the target evaluation experts to execute expert analysis operation on the target information;

In this alternative embodiment, wherein the characteristic information of each review expert comprises an expert type and/or an expert rating of each review expert. Specifically, all the evaluation experts with the evaluation matching degree greater than or equal to a preset evaluation matching degree threshold value are screened out from all the evaluation experts, and all the target evaluation experts corresponding to the target information of the evaluation project can be understood as being capable of determining that the evaluation expert matched with the evaluation expert is an expert with the evaluation qualification or an expert with the evaluation experience of the project when performing semantic analysis on the business operation condition of the evaluation project and/or the fixed equity of the last year of the business; when semantic analysis is performed on the condition of the checking equipment and/or the excellent condition of the key technical parameters possessed by the merchant in the evaluation project, the evaluation expert matched with the semantic analysis can be determined to be the expert having the related technical qualification or the expert having the evaluation experience of the project.
Therefore, the optional embodiment can intelligently match the evaluation experts corresponding to the evaluation project by combining the relevant information of the evaluation experts, thereby ensuring the smooth progress of project evaluation work, being beneficial to accelerating the bid evaluation work efficiency of the bid document, being beneficial to avoiding the condition of subjective evaluation results caused by manual bid reading, and improving the accuracy of the project evaluation results.
In yet another alternative embodiment, the determining all review experts meeting the review requirement from the preset expert set in the above steps includes:
according to a preset expert set, inquiring the historical review condition of each expert in the expert set;
analyzing the historical evaluation condition of each expert to obtain evaluation condition analysis results of all the experts;
determining the evaluation credit degree of each expert according to the evaluation condition analysis result of each expert;
and screening all the experts with the evaluation credibility being more than or equal to a preset evaluation credibility threshold value from all the experts to serve as all the evaluation experts meeting the evaluation requirements.
In this alternative embodiment, specifically, analyzing the historical review condition of each expert may be understood as determining whether the historical score of the expert on a review item is too different from the historical score obtained by the evaluation item through the calculation and analysis logic, that is, whether the expert has a subjective review condition, if yes, the expert may determine that the expert is all review experts that do not meet the review requirement, and if not, the expert may determine that the expert is all review experts that meet the review requirement.
Therefore, the optional embodiment can analyze the historical evaluation condition of the expert to obtain the evaluation credibility of the expert, and further screen the expert through the evaluation credibility, so that the condition that the determined evaluation expert subjectively reads the bid is reduced, the reliability and the accuracy of the obtained project evaluation result are improved, and the objectivity and the fairness of the bid evaluation process are shown.
In yet another alternative embodiment, the determining the project review result of the review project according to the first review result and the second review result in the above steps includes:
calculating a grading difference value of the first grading score and the second grading score according to the first and second grading results;
judging whether the score difference is smaller than a preset score difference threshold value or not;
when the score difference is judged to be smaller than a preset score difference threshold value, determining a first weight corresponding to the first review result and a second weight corresponding to the second review result, and determining a project review result of the review project according to the first weight and the second weight;
and when the score difference is judged to be larger than or equal to the preset score difference threshold value, generating a project abnormal result of the evaluation project, and determining the project abnormal result as a project evaluation result of the evaluation project.
In this optional embodiment, specifically, the abnormal result of the evaluation item may be understood as that the evaluation result of the evaluation item may have a subjective evaluation condition of the target evaluation expert, or may have an error, a report missing condition, or a false report condition in the information reported by the merchant. Further, in the optional embodiment, after the score difference is judged to be greater than or equal to the preset score difference threshold, whether the matched review condition explanation exists in the review item is judged; if so, analyzing the review condition description to obtain an analysis result. Further optionally, the analysis result may include information reporting, information false reporting, information missing reporting, or information error description existing in the merchant. For example, when the business situation of the merchant in the evaluation project is subjected to computational analysis and semantic analysis, the profit of the merchant in about three years is not analyzed in the computational analysis process, and the profit of the merchant in about three years is considered to be analyzed by the evaluation expert in the semantic analysis process, so that the score difference is too large, at this time, the target evaluation expert may upload the relevant evaluation situation description for the subsequent verification of the evaluation result of the project.
Therefore, the optional embodiment can perform mutual check on the result reliability through the first evaluation result and the second evaluation result, so that complementary effects can be formed between the obtained first evaluation result and the second evaluation result, and further the abnormal condition of project evaluation existing in the process of evaluating a project can be favorably checked subsequently, and the reliability and the accuracy of the obtained project result can be ensured.
In yet another optional embodiment, after determining that the score difference is greater than or equal to the preset score difference threshold in the above step, the method may further include:
analyzing the execution capacity of the target merchant according to the target information of the evaluation project;
determining the execution credibility of the target merchant according to the execution capacity of the target merchant;
judging whether the execution credibility is greater than or equal to a preset execution credibility threshold value or not;
when the execution credibility is judged to be larger than or equal to a preset execution credibility threshold value, triggering the executed operation of determining a first weight corresponding to a first evaluation result and a second weight corresponding to a second evaluation result, and determining a project evaluation result of the evaluation project according to the first weight and the second weight;
and when judging that the execution credibility is smaller than a preset execution credibility threshold, triggering the execution to generate a project abnormal result of the evaluation project, and determining the project abnormal result as the operation of the project evaluation result of the evaluation project.
In this optional embodiment, optionally, the target information includes at least one of a business situation of the target merchant, a technical parameter situation of the target merchant, a device parameter situation of the target merchant, and an asset situation of the target merchant. Further optionally, analyzing the execution capacity of the target merchant can obtain whether the target merchant has the capacity of completing the bidding scheme item and/or predict the result of the target merchant on the completion of the bidding scheme item, so as to determine the execution credibility of the target merchant. Specifically, when the execution reputation is judged to be less than the preset execution reputation threshold, it can be understood that the target merchant does not have the capability of completing the bidding scheme project, and the condition that the score difference is greater than or equal to the preset score difference threshold may be due to the fact that the subjectivity of the evaluation result of the evaluation expert is too high, and at this time, the evaluation level of the evaluation expert can be reduced.
Therefore, the optional embodiment can analyze the execution capacity of the target merchant and further determine the execution credibility of the target merchant, so as to determine whether the target information uploaded by the target merchant is real or not and whether the subjective evaluation condition of a target evaluation expert exists or not, thereby being beneficial to improving the intellectualization of the analysis mode of the project evaluation system and improving the comprehensiveness of information analysis, and further improving the reliability and the accuracy of the obtained project evaluation result to ensure the smooth execution of the subsequent related projects.

Referring to fig. 3, fig. 3 is a schematic structural diagram of an intelligent project review device based on bid documents according to an embodiment of the present invention. As shown in fig. 3, the intelligent bid document-based project review device may include:
an obtaining module 301, configured to obtain a bid document to be reviewed;
the determining module 302 is configured to determine at least one review item corresponding to the bid document according to the bid type of the bid document;
the review module 303 is configured to, for each review project, execute a matched review operation on the review project according to the project type of the review project, and obtain a project review result of the review project;
the determining module 302 is further configured to determine a target review result of the bid document according to the obtained all the project review results.
In an embodiment of the present invention, the bid type includes at least one of a service-type bid type, an item procurement-type bid type, and an engineering-construction-type bid type; the project review result of the review project comprises a project score of the review project; the target review result for the bid document includes a target score for the bid document.
Therefore, the project intelligent evaluation device based on the bid documents, which is described by implementing the embodiment of fig. 3, can reduce manpower and material resources required for evaluating the bid documents and realize project intelligent evaluation of the bid documents, so that the project intelligent evaluation device is beneficial to flexibly carrying out targeted evaluation according to the project types of the evaluation projects and improving the evaluation work efficiency of the bid document projects, and is also beneficial to avoiding the subjective evaluation and bid evaluation conditions of evaluation experts, further improving the reliability and accuracy of the evaluation results of the obtained bid documents and enriching the intelligent evaluation modes of a project evaluation system, thereby realizing the standardized and fair evaluation of the bid document projects.
In an optional embodiment, the obtaining module 301 is further configured to, before the review module 303 performs, for each review item, a matching review operation on the review item according to the item type of the review item to obtain an item review result of the review item, obtain target information of the review item for each review item;
the determining module 302 is further configured to determine an information analysis type corresponding to the target information; when the information analysis type only comprises a first calculation analysis type, determining the project type of the evaluation project as a first evaluation project type; and when the information analysis type comprises a second calculation analysis type and a semantic analysis type, determining the item type of the review item as a second review item type.
In this optional embodiment, the target information is information reported by the target merchant.
It can be seen that the implementation of the intelligent bid document-based project review device described in fig. 4 can determine the project type of the review project according to the analysis mode required for reviewing the project, so as to review each review project in a targeted and dependent manner, reduce the subjective review, and improve the reliability and accuracy of the project review result of each obtained review project, thereby facilitating the subsequent smooth obtaining of the reliable and accurate review result of the bid document, and embodying the normalization and the flattening of the bid evaluation of the bid document.
In another optional embodiment, the review module 303 includes:
the first determining submodule 3031 is configured to determine, for each review project, when the project type of the review project is the first review project type, a first computational analysis logic matched with the first computational analysis type according to the first computational analysis type corresponding to the target information of the review project;
the first analysis submodule 3032 is configured to perform a first computational analysis operation on the target information according to the first computational analysis logic, to obtain a first computational analysis result of the target information, and use the first computational analysis result as a project review result of the review project;

It can be seen that the implementation of the intelligent project evaluation device based on the bid document as described in fig. 4 can combine the relevant information of the evaluation experts to intelligently match the evaluation experts corresponding to the evaluation project, thereby ensuring the smooth project evaluation work, not only being beneficial to accelerating the evaluation work efficiency of the bid document, but also being beneficial to avoiding the occurrence of subjective evaluation results caused by artificial bid reading, and improving the precision of the project evaluation results.
In another alternative embodiment, the way for the first determining unit 30331 to determine all the review experts meeting the review requirement from the preset expert set specifically is:
according to a preset expert set, inquiring the historical review condition of each expert in the expert set;
analyzing the historical evaluation condition of each expert to obtain evaluation condition analysis results of all the experts;
determining the evaluation creditworthiness of each expert according to the evaluation condition analysis result of each expert;
and screening all the experts with the evaluation credibility being more than or equal to a preset evaluation credibility threshold value from all the experts to serve as all the evaluation experts meeting the evaluation requirements.
Therefore, the project intelligent evaluation device based on the bid document described in the embodiment of fig. 4 can analyze the historical evaluation condition of the expert to obtain the evaluation reputation of the expert, and further screen the expert through the evaluation reputation, so that the occurrence of the subjective evaluation condition of the determined evaluation expert is reduced, the reliability and the accuracy of the obtained project evaluation result are improved, and the objectivity and the fairness of the evaluation process are shown.
In yet another alternative embodiment, the second determining submodule 3034 includes:
a second calculating unit 30341, configured to calculate a score difference between the first score and the second score according to the first review result and the second review result;
a determining unit 30342, configured to determine whether the score difference is smaller than a preset score difference threshold;
a second determining unit 30343, configured to determine a first weight corresponding to the first review result and a second weight corresponding to the second review result when the determining unit 30342 determines that the score difference is smaller than the preset score difference threshold, and determine a project review result of the review project according to the first weight and the second weight;

It can be seen that, the bid-document-based project intelligent review device described in fig. 4 can perform mutual check on the reliability of the results through the first review result and the second review result, so that the obtained first review result and the second review result can form complementary effects, and further, the project review abnormal condition existing when the project is reviewed can be favorably checked out in the follow-up process, and the reliability and the accuracy of the obtained project result can be ensured.
In yet another optional embodiment, the second determining submodule 3034 further includes:
an analyzing unit 30344, configured to analyze, according to the target information of the evaluation item, the execution capacity of the target merchant after the determining unit 30342 determines that the score difference is greater than or equal to the preset score difference threshold;
the second determining unit 30343 is further configured to determine the execution credibility of the target merchant according to the execution capacity of the target merchant;

In this alternative embodiment, the target information includes at least one of business conditions of the target merchant, technical parameter conditions of the target merchant, device parameter conditions of the target merchant, and asset conditions of the target merchant.
It can be seen that, by implementing the bid-file-based project intelligent review device described in fig. 4, the execution capability of the target merchant can be analyzed, and then the execution credibility of the target merchant is determined, so as to determine whether the target information uploaded by the target merchant is real or not and whether the subjective review condition of the target review expert exists or not, which is beneficial to improving the intellectualization of the analysis mode of the project review system, improving the comprehensiveness of information analysis, and improving the reliability and accuracy of the obtained project review result, so as to ensure the smooth execution of the subsequent related projects.

Claims (10)

1. A project intelligent review method based on bid documents is characterized by comprising the following steps:
obtaining a bid document to be reviewed;
determining at least one review project corresponding to the bid document according to the bid type of the bid document; the bid type comprises at least one of a service type bid type, an article purchasing type bid type and an engineering construction type bid type;
for each review project, executing matched review operation on the review project according to the project type of the review project to obtain a project review result of the review project; the project review result of the review project comprises a project score of the review project;
determining a target evaluation result of the bid document according to all the obtained project evaluation results; the target review result of the bid document includes a target score of the bid document.

The intelligent bid-document-based project review method of claim 1, wherein prior to said performing, for each of said review projects, a matching review operation on said review project based on the project type of said review project to obtain a project review result for said review project, said method further comprises:
for each review project, acquiring target information of the review project; the target information is information reported by a target merchant;
determining an information analysis type corresponding to the target information;
when the information analysis type only comprises a first calculation analysis type, determining the project type of the review project as a first review project type;
and when the information analysis type comprises a second calculation analysis type and a semantic analysis type, determining the project type of the review project as a second review project type.
3. The intelligent bid-document-based project review method of claim 2, wherein said performing, for each of the review projects, a matching review operation on the review project based on the project type of the review project to obtain a project review result for the review project comprises:
for each review project, when the project type of the review project is the first review project type, determining a first calculation analysis logic matched with the first calculation analysis type according to the first calculation analysis type corresponding to the target information of the review project;
according to the first calculation analysis logic, executing first calculation analysis operation on the target information to obtain a first calculation analysis result of the target information, and using the first calculation analysis result as a project evaluation result of the evaluation project;
when the project type of the review project is the second review project type, determining a second calculation analysis logic matched with the second calculation analysis type according to the second calculation analysis type corresponding to the target information of the review project;
according to the second calculation analysis logic, second calculation analysis operation is carried out on the target information, and a second calculation analysis result of the target information is obtained and is used as a first evaluation result of the evaluation item; the first review result comprises a first score;
performing semantic analysis operation on the target information according to the semantic analysis type corresponding to the target information of the review item to obtain a semantic analysis result of the target information, wherein the semantic analysis result is used as a second review result of the review item; the second review result comprises a second score;
and determining the project evaluation result of the evaluation project according to the first evaluation result and the second evaluation result.

The intelligent project review method based on the bid document as claimed in claim 3, wherein the step of performing semantic analysis operation on the target information according to the semantic analysis type corresponding to the target information of the review project to obtain a semantic analysis result of the target information, and the semantic analysis result is used as a second review result of the review project and comprises:
determining all review experts meeting review requirements from a preset expert set, and determining the characteristic information of each review expert; the characteristic information of each review expert comprises the expert type and/or the expert grade of each review expert;
calculating the review matching degree between the target information of the review project and each review expert according to the semantic analysis type corresponding to the target information of the review project and the characteristic information of all the review experts;
screening all the evaluation experts with the evaluation matching degree being more than or equal to a preset evaluation matching degree threshold value from all the evaluation experts, and taking the screened evaluation experts as all the target evaluation experts corresponding to the target information of the evaluation project so as to enable all the target evaluation experts to execute expert analysis operation on the target information;
and acquiring all expert analysis results corresponding to the target information, and determining a semantic analysis result of the target information according to all the expert analysis results to be used as a second evaluation result of the evaluation item.
5. The intelligent bid-document-based project review method of claim 4, wherein the step of determining all review experts meeting the review requirement from a preset expert set comprises:
according to a preset expert set, inquiring the historical review condition of each expert in the expert set;
analyzing the historical evaluation condition of each expert to obtain evaluation condition analysis results of all the experts;
determining the evaluation creditworthiness of each expert according to the evaluation condition analysis result of each expert;
and screening all experts with the evaluation credibility more than or equal to a preset evaluation credibility threshold value from all the experts as all the evaluation experts meeting the evaluation requirements.
6. The method for intelligently reviewing a bid-document based project according to any one of claims 3-5, wherein said determining a project review result for the reviewed project from the first review result and the second review result comprises:
calculating a grading difference value of the first grading score and the second grading score according to the first grading result and the second grading result;
judging whether the score difference is smaller than a preset score difference threshold value or not;
when the score difference is judged to be smaller than the preset score difference threshold value, determining a first weight corresponding to the first review result and a second weight corresponding to the second review result, and determining a project review result of the review project according to the first weight and the second weight;
and when the score difference is judged to be greater than or equal to the preset score difference threshold value, generating a project abnormal result of the review project, and determining the project abnormal result as the project review result of the review project.
7. The intelligent bid-document-based project review method of claim 6, wherein after determining that the score difference is greater than or equal to the preset score difference threshold, the method further comprises:
analyzing the execution capacity of the target merchant according to the target information of the evaluation project; the target information comprises at least one of the operation condition of the target merchant, the technical parameter condition of the target merchant, the equipment parameter condition of the target merchant and the asset condition of the target merchant;
determining the execution credibility of the target merchant according to the execution capacity of the target merchant;
judging whether the execution credibility is larger than or equal to a preset execution credibility threshold value or not;
when the execution credibility is judged to be larger than or equal to the preset execution credibility threshold, triggering and executing the operation of determining a first weight corresponding to the first review result and a second weight corresponding to the second review result, and determining a project review result of the review project according to the first weight and the second weight;
and when the execution credibility is judged to be smaller than the preset execution credibility threshold, triggering and executing the operation of generating the project abnormal result of the review project, and determining the project abnormal result as the project review result of the review project.
8. An intelligent project review device based on bid documents, the device comprising:
the acquisition module is used for acquiring the bid document to be evaluated;
the determining module is used for determining at least one review item corresponding to the bid document according to the bid type of the bid document; the bid type comprises at least one of a service type bid type, an article purchasing type bid type and an engineering construction type bid type;
the evaluation module is used for executing matched evaluation operation on each evaluation project according to the project type of the evaluation project to obtain the project evaluation result of the evaluation project; the project review result of the review project comprises a project score of the review project;
the determining module is further used for determining a target review result of the bid document according to all the obtained project review results; the target review result of the bid document includes a target score of the bid document.
9. An intelligent project review device based on bid documents, the device comprising:
a memory storing executable program code;
a processor coupled with the memory;
the processor invokes the executable program code stored in the memory to perform the bid-document based project intelligent review method of any of claims 1-7.
10. A computer storage medium having stored thereon computer instructions which, when invoked, perform the method for intelligent review of a project based on bid documents as recited in any one of claims 1-7.
