In the current related technology, when the PHR is triggered and there is uplink scheduling, the PHR value of the terminal is carried in uplink service data and sent to the base station, and in a scenario where the uplink traffic of the terminal is small, there is a problem that the PHR is not reported in time. In this embodiment, the base station performs a self-check on the validity of the PHR value uploaded by the current terminal, that is, identifies whether the current PHR value is valid, and if the terminal PHR value is invalid and the performance-related function of the current base station requires that the PHR value estimates a channel, the base station instructs the terminal to upload the PHR value, thereby avoiding a scenario in which the base station does not have an effective PHR value available for a long time, improving the timeliness of PHR reporting, improving the uplink channel evaluation real-time performance of the base station, and providing a support for the function related to the wireless performance of the base station.

In one example, the steps 302 and 303 are in a parallel relationship, so the operation order of the two steps can be exchanged without any influence on the result of the subsequent operation.
Step 304: and the base station sends uplink DCI carrying the PHRrequest field to the terminal once.
