The invention discloses a method for generating an ID number based on an IMSI (International Mobile subscriber identity) card or a mobile phone number and combining the ID number with a card-inserted telephone, wherein the ID number is generated by using the IMSI or the mobile phone number of the SIM card according to a specified algorithm according to system setting and is used as a global unique ID managed by personnel, associated numbers and the like, the ID number is input in advance on a platform or locally according to the requirement of an actual use system, when cards such as student cards with built-in SIM cards are inserted into the card-inserted telephone, the IMSI and the mobile phone number of the SIM card are read by the telephone, the global unique ID number is generated according to the specified algorithm according to the system setting, and the telephone completes operations such as associated number dialing and the like after communicating locally or with a server according to the requirement of a system program according to the ID.
