According to the scheme, the dust blocking sleeve 3 and the feeding plate 4 are additionally arranged on the basis of the existing ball mill feeder 2 to block mixed braided fabrics in cement, so that the occurrence probability of a closed car phenomenon is effectively reduced, the continuous conveying of clinker can be timely blocked after the closed car phenomenon occurs, the closed car phenomenon is effectively slowed down, positive effects on protecting ball mill components are achieved, the direct connection of the dust blocking sleeve 3 and the feeding pipe can play an effective dust-proof role, the driven roller 7 is enabled to rotate by utilizing the relative rotation effect of the rotating feeder 2 and the static feeding pipe, the rotation of the driven roller 7 is monitored by utilizing the moving sensor 8, the moving sensor 8 is triggered by the driven roller 7 which stops after the closed car phenomenon occurs, the material blocking plate 11 on the feeding plate 4 is further controlled to be closed, the continuous conveying of clinker is prevented, and meanwhile, the hooks 1101 on the material blocking plate 11 can hook the braided fabrics mixed in the clinker when the clinker is conveyed, so that the closed car of the ball mill body 1 is effectively prevented.
