Detailed Description
The technical solutions of the present invention are further described in detail with reference to the drawings and specific embodiments so that those skilled in the art can better understand the present invention and can implement the present invention, but the embodiments are not limited to the present invention.
Referring to fig. 1, in the cross-border e-commerce transaction, the main participants include a cross-border e-commerce platform, an overseas buyer, an overseas seller, an overseas payment mechanism, an overseas third party payment mechanism, an domestic cooperative bank, a domestic logistics, an overseas logistics, a customs, and the like. The cross-border third party payment method provided by the embodiment of the invention is mainly applied to the collection of the money of the cross-border e-commerce in-environment sellers by in-environment third party payment mechanisms.
Referring to fig. 2, the cross-border third party payment method provided in the embodiment of the present invention includes the following steps:
s1: receiving cross-border commodity transaction order information, wherein the cross-border commodity transaction order information comprises oversea buyer information, domestic seller information and first verification information; the cross-border commodity transaction order information is generated by the cross-border e-commerce platform and is sent to the overseas buyer, the domestic seller, the domestic logistics, the overseas logistics, the domestic third party payment mechanism and the overseas payment mechanism. The first authentication information may be an encrypted field generated by the cross-border e-commerce platform associated with the cross-border merchandise transaction order or specific information, which may constitute a field in a message.
S2: the method comprises the steps of receiving overseas payment order information of an overseas payment mechanism, wherein the overseas payment order information comprises transaction payer information, transaction payee information and second verification information, and the second verification information comprises a first verification field corresponding to the first verification information and a second verification field associated with the overseas payment order information. After the cross-border commodity transaction order is generated, the overseas buyer pays the foreign currency funds corresponding to the order to the domestic third-party payment mechanism through the overseas payment mechanism, and the overseas payment mechanism sends the overseas payment order information to the domestic third-party payment mechanism. The overseas payment mechanism can be an overseas third party payment mechanism, and can also be a financial mechanism such as an overseas bank. The second verification information includes a first verification field and a second verification field, and the first verification field reflects cross-border commodity transaction order information, which may be the same as the first verification information or different from the first verification information but has a corresponding relationship. The second authentication field reflects information of the overseas payment order.
S3: and receiving the transaction foreign currency fund corresponding to the overseas payment order information and storing the transaction foreign currency fund into the spare payment account. Due to the requirement of domestic fund supervision, domestic third-party payment mechanisms need to set up a reserve payment account in domestic banks so as to prevent the third-party payment mechanisms from using the fund, the reserve payment account is supervised by the mechanisms such as China people's banks and foreign exchange administration, and the transaction foreign currency fund paid by the overseas payment mechanisms enters the reserve payment account.
S4: and receiving delivery logistics information, wherein the delivery logistics information comprises delivery and delivery information, delivery and receipt information and third verification information, and the third verification information comprises a third verification field corresponding to the first verification information and a fourth verification field associated with the delivery logistics information. Logistics information of the domestic logistics company and the overseas logistics company is fed back to the cross-border e-commerce platform in time, and the cross-border e-commerce platform sends delivery logistics information to the domestic third-party payment mechanism, the overseas buyer and the domestic seller. The third verification information in the delivery logistics information is used for associating the cross-border commodity transaction order, wherein the third verification field is related to the first verification information, similar to the first verification field, the third verification field may be the same as the first verification information, or may be different from the first verification information but has a corresponding relationship, and the fourth verification field is an identification field related to the logistics order.
S5: and receiving payment confirmation information, comparing the first verification information with the first verification field and the third verification field, when the three fields pass the consistency verification, remitting the transaction foreign currency funds with the bank through the pay-for-payment account, and paying the corresponding home currency to the seller through the pay-for-payment account. After the logistics orders of the domestic logistics and the overseas logistics are completed and the logistics information is fed back to the cross-border e-commerce platform, the overseas buyer can send payment confirmation information through the cross-border e-commerce platform to confirm that the domestic third-party payment mechanism can pay transaction funds to the domestic seller. The cross-border e-commerce platform may also automatically issue payment confirmation information to the domestic third party payment authority if the overseas buyer does not initiate a payment confirmation action within a predetermined time (e.g., within 7 days) after the logistics is completed. And after receiving the payment confirmation information, the domestic third-party payment mechanism compares the first verification information, the first verification field and the third verification field and performs consistency verification on the first verification information, the first verification field and the third verification field. The consistency check here does not require that the three are completely consistent, but requires that the three have a unique correspondence. When the three are checked to pass through the consistency check, the fund of the foreign currency for transaction is remitted with the domestic bank through the deposit payment account, and the corresponding home currency (RMB) is paid to the seller through the deposit payment account. The seller's collection information comes from the transaction payee information in the overseas payment order information. And if the consistency check is not passed, the domestic third-party payment mechanism terminates the payment and sends out warning information. If the logistics completion information is not received within the preset time, the cross-border e-commerce platform can send refund information to the domestic third-party payment mechanism, and the domestic third-party payment mechanism directly refunds the transaction foreign currency funds to the overseas buyer through the overseas payment mechanism. Of course, the overseas buyer can also directly initiate a refund request to the cross-border e-commerce platform, and if the domestic third-party payment mechanism does not remit and pay the transaction funds to the domestic seller, the domestic third-party payment mechanism directly refunds the transaction foreign currency funds to the overseas buyer through the overseas payment mechanism.
According to the cross-border third-party payment method, before payment, the consistency of cross-border commodity transaction orders, overseas payment orders and logistics orders needs to be verified, information flow, fund flow and logistics are consistent, and therefore the safety of transaction funds is guaranteed, on the other hand, the situation that only cross-border commodity transaction orders and overseas payment orders but not actual logistics orders exist is also prevented, and therefore the vulnerability of illegal transactions through a cross-border third-party payment platform and a cross-border e-commerce platform is reduced.
In a preferred embodiment, after the domestic third party payment mechanism pays the transaction funds to the domestic seller, if the transaction needs to be refunded, the cross-border third party payment method can be refunded by the following steps:
s6: receiving returned logistics information, wherein the returned logistics information comprises returned delivery information, returned delivery information and fourth verification information, and the fourth verification information comprises a fifth verification field corresponding to the first verification information and a sixth verification field associated with the returned logistics information. Similar to the delivery logistics flow, the return logistics also needs to be verified, so that the fourth verification information is set, and the fifth verification field corresponds to the first verification information in the cross-border commodity transaction order information. The goods returning logistics information is also provided for the cross-border e-commerce platform through the domestic logistics and the overseas logistics, and the cross-border e-commerce platform sends the goods returning logistics information to the domestic third-party payment mechanism.
S7: receiving refund order information, wherein the refund order information comprises refund payer information, refund payee information and fifth verification information, and the fifth verification information comprises a seventh verification field corresponding to the first verification information and an eighth verification field associated with the refund order information; and receiving the refund money fund corresponding to the refund order information through the pay-by-payment account. Refund order information may be provided to domestic third party payment facilities by the cross-border e-commerce platform, and refund native money funds may be paid by the domestic seller to a funds-in-reserve account of the domestic third party payment facilities, typically the same as the funds-in-reserve account from which the domestic seller is paid for transaction funds. The cross-border e-commerce platform also generates a seventh validation field for verification for the refund order.
S8: and comparing the first verification information, the fifth verification field and the seventh verification field, when the consistency verification of the first verification information, the fifth verification field and the seventh verification field is passed, buying money to the bank by using the refund home currency fund through the pay-by-payment account, and paying the corresponding foreign currency to the overseas payment mechanism corresponding to the second verification information through the pay-by-payment account. And the domestic third-party payment mechanism compares the first verification information, the fifth verification field and the seventh verification field to ensure that the refund flow is also consistent with the information flow, the fund flow and the logistics. And when the consistency check of the first verification information, the fifth verification field and the seventh verification field is passed, buying money to the bank by the refund home currency fund through the pay-by-deposit account, and paying the corresponding foreign currency to the overseas payment mechanism corresponding to the second verification information through the pay-by-deposit account. The refund can be a full refund or a partial refund, and when the refund is a full refund, domestic merchants refund according to the amount of the received money fund and the like.
S9: and receiving the refund information of the terminal refund of the overseas buyer by the overseas payment mechanism. After the overseas payment mechanism finishes refund operation for the overseas buyer, the terminal refund information is fed back to the cross-border e-commerce platform, and the cross-border e-commerce platform sends the information to the domestic third-party payment mechanism.
In the preferred embodiment, the real-time exchange rate is used for settlement when the foreign currency fund and the bank are remitted in step S5, and the real-time exchange rate is also used for remitting when the refund home currency fund is remitted to the bank in step S8, and the foreign buyer is informed of both the real-time exchange rate of the remittance and the real-time exchange rate of the remittance. If the funds are lost due to poor exchange rates, the overseas buyer assumes the funds.
In a preferred embodiment, step S7 comprises the following sub-steps:
s71: receiving refund order information, the refund order information including refund payer information, refund payee information, and fifth verification information, the fifth verification information including a seventh verification field corresponding to the first verification information and an eighth verification field associated with the refund order information.
S72: checking the refund payer information, the refund payee information and the seventh verification field with the transaction payee information, the transaction payer information and the first verification field respectively, and entering a step S73 if the consistency check is passed, or entering a step S74 if the consistency check is passed; namely, the information of the refund order and the overseas payment order is checked to ensure that the refund order and the overseas payment order are consistent.
S73: and receiving the refund money fund corresponding to the refund order information through the pay-by-payment account, and then entering the step S8.
S74: and not receiving the refund money fund corresponding to the refund order information and sending out warning information with inconsistent refund information.
In a preferred embodiment, step S4 comprises the following sub-steps:
s41: and receiving delivery logistics information, wherein the delivery logistics information comprises delivery and delivery information, delivery and receipt information and third verification information, the third verification information comprises a third verification field corresponding to the first verification information and a fourth verification field associated with the delivery logistics information, and the fourth verification field is a verification field provided by customs.
S42: and acquiring published delivery logistics information which is published by customs and is associated with the delivery logistics information.
S43: and checking the published delivery logistics information and the fourth verification field, if the published delivery logistics information is matched with the fourth verification field, sending information that the delivery logistics check is passed, and otherwise, releasing information that the delivery logistics check is not passed.
And adding a fourth verification field provided by customs in the logistics information, so as to ensure that the logistics information is real. The published delivery logistics information can be a public key published by customs, the fourth verification field is a private key matched with the published delivery logistics information, the third verification information is decrypted through the published delivery logistics information, if the decryption is successful, the published delivery logistics information is matched with the fourth verification field, and otherwise, the published delivery logistics information is not matched with the fourth verification field.
Step S5 includes the following substeps:
s51: and receiving the payment confirmation information and the result of the delivery logistics check, and if the delivery logistics check is passed, entering the step S52, otherwise, entering the step S54. That is, the next step of payment can be carried out only after the verification by the customs verification information is passed, otherwise, the payment is not carried out.
S52: and comparing the first verification information, the first verification field and the third verification field, and entering a step S53 when the consistency verification of the three fields is passed, otherwise entering a step S54.
S53: and the foreign currency fund of the transaction is remitted with the bank through the deposit payment account, and the corresponding home currency is paid to the seller through the deposit payment account.
S54: and sending out prompt information of payment failure and failure reasons, and terminating payment.
In a preferred embodiment, step S6 comprises the following sub-steps:
s61: receiving returned logistics information, wherein the returned logistics information comprises returned delivery information, returned delivery information and fourth verification information, the fourth verification information comprises a fifth verification field corresponding to the first verification information and a sixth verification field associated with the returned logistics information, and the sixth verification field is a verification field provided by customs;
s62: acquiring published return logistics information which is published by customs and is associated with the return logistics information;

in step S71, the result of the return logistics check is also received, if the return logistics check passes, step S72 is entered, otherwise, the refund is terminated by sending the refund failure and the prompt message of the failure reason.
Similar to the above-mentioned overseas payment process, in the refund process, the next step of payment is only required to be carried out after the verification of the customs verification information is passed, otherwise, the payment is not carried out.
In a preferred embodiment, the number of the reserve payment accounts is M and M is greater than 3, wherein N reserve payment accounts with a balance greater than the alert balance are used as the available accounts, N is less than or equal to M, in step S5, transaction rates and response speeds of the N available accounts are calculated, the transaction rates and the response speeds of the N available accounts are respectively sorted, and when the transaction amount per unit time is less than or equal to a preset value (i.e. when the current transaction amount is less), the available account with the response speed of the lowest transaction rate among the three transaction rates in the upper rank and the lower rank is selected for remitting and the seller is paid with the money, i.e. the reserve payment account with the lowest transaction rate and relatively high response speed is preferably selected for paying the transaction funds to the domestic seller to obtain the lower transaction rate. When the transaction amount per unit time is larger than a preset value (namely when the current transaction amount is less), selecting the available account with the highest response speed from the first three in the sequence from low to high for remitting and paying the local currency to the seller, namely preferentially selecting the reserve money account with the highest response speed and relatively low transaction rate for paying the transaction fund to the domestic seller so as to obtain the higher transaction speed and improve the customer experience.
In general, a plurality of reserve payment accounts are arranged in third-party payment mechanisms, and can be arranged in different banks or a plurality of reserve payment accounts in the same bank. The transaction rate and response speed of different prepaid accounts are different due to different setting conditions and transaction channels, and the transaction rate is different for different amount of transactions. According to the embodiment, the reserve fund account for paying the transaction fund to the domestic seller is optimally selected according to the current transaction amount, so that a lower transaction rate can be obtained, a higher response speed can be obtained, and the experience of the domestic seller is greatly improved.
In a preferred embodiment, when the reserve account balance is less than or equal to the alert balance, the reserve is transferred from the other available accounts to the reserve account having a balance less than or equal to the alert balance.
In a preferred embodiment, in step S5, the transaction rates are ranked by:
s501: selecting three available accounts as alternative accounts from the N available accounts;
s502: determining a maximum value of transaction rates for the three alternative accounts;
s503: comparing the transaction rates of the N-3 remaining available accounts with the maximum transaction rate value in sequence;
s504: if the transaction rate of the currently compared available account is less than the maximum transaction rate, replacing the available account with an alternative account with the maximum transaction rate, and returning to the step S502;
s505: if the transaction rates of all the remaining available accounts are larger than or equal to the maximum value of the transaction rates of the three alternative accounts, taking the three alternative accounts as the available accounts with the transaction rates ranked from low to high by the first three;
the response speeds are ranked by:
s591: selecting three available accounts as alternative accounts from the N available accounts;
