The using process is as follows: under normal conditions, the floating plate 8 is positioned at the lower end of the movable baffle 9, fuel oil is pumped into the oil zone 5, and the liquid level of the fuel oil is slightly lower than that of the floating plate 8; in the transportation process, if the temperature of the oil zone 5 is too high, the pressure of the oil zone 5 can drive the floating plate 8 to move upwards, the oil zone 5 is upwards expanded, the movable baffle 9 is pushed to move or rotate, the buffer zone 4 is compressed, the oil zone 5 is expanded, partial pressure is released, after the movable baffle 9 moves or rotates, an inlet of the pressure release valve 10 is exposed, meanwhile, the pressure in the buffer zone 4 is increased, the pressure release valve 10 and the pressure sensor sense pressure change, when the pressure reaches a set value, the pressure release valve 10 is opened for pressure release, meanwhile, the pressure sensor transmits information to the water pump 20 through the PLC, the water pump 20 is opened, the fuel steam which is discharged through the pressure release valve 10 enters the cooling chamber 11 for cooling, the fuel steam can be released together when the oil is discharged after the pressure is too much, and waste is avoided. When the pressure in the oil area 5 is reduced, the floating plate 8 returns to the original position under the action of the compression spring 82, meanwhile, the movable baffle plate 9 also returns to the original position under the action of the plate spring 16 or the return spring 13, and the water pump 20 and the pressure release valve 10 are closed.
