Remote control operation is the core function of power grid production and operation, and is the safety foundation for guaranteeing personnel, power grids and equipment. A safe and reliable remote control technology system needs to be established for the substation with the power grid dispatching and power grid equipment centralized monitoring multi-service master station, and the research on the unique technical method of the remote control right of the intelligent substation is significant for guaranteeing safe and stable operation of a large power grid. If a plurality of switch devices (including a breaker and a disconnecting link) of a substation are operated at the same time, unpredictable grid faults can occur due to the fact that switch contacts are overlapped, so that the dispatching automation regulation requires that only one remote control operation task is supported at the same time, and failure response is made to other operation instructions of the substation monitoring system at the same time, which relates to the problem that the remote control right is unique. At present, the only technical route of the remote control right is not unified, each substation monitoring system can only realize remote control locking of a station control level by exchanging the remote control right through a service bus, a remote control right blind area exists, and no solution is provided for the remote control right of a bay level.

The remote control operation monitored by the measurement and control device is to feed back a remote control command of the station control layer and the spacing layer, the default value of the stSeld in the remote control selection state is FALSE, and the value of the stSeld in the remote control selection state is TRUE when the remote control preset command is received.
The condition that the measuring and controlling device remotely controls the selection state stSeld from TRUE to FASLE is any one of the conditions of successful remote control, failure remote control and overtime remote control.
