a hand-held portion; and

the insulating protective sleeve is arranged on the handheld portion.

a controller in communicative connection with a drive device;
the driving device receives a control signal sent by the controller and controls the cleaning part to clean foreign matters under the control of the control signal.

a switching device electrically connected to the controller;
wherein the controller generates the control signal in accordance with a closure of the switching device.
4. A fence wire foreign matter cleaning tool as claimed in claim 1, wherein the cleaning section comprises:
the tool apron is detachably connected with the second telescopic rod; and
and the blade is arranged on the tool apron.
5. A fence wire foreign matter cleaning tool as defined in claim 4 wherein the blade has a sickle or saw-toothed or fork or hook-like cross-section.
6. An enclosure grid foreign matter cleaning tool as claimed in claim 1, wherein the adjustment means comprises:
the guide rail is arranged along the length direction of the first telescopic rod;
the sliding groove is formed along the length direction of the second telescopic rod;
the fastening screw is arranged on the guide rail and moves along the guide rail;
the sliding block is embedded in the sliding groove and moves along the sliding groove; the sliding block is connected with the fastening screw.
