2) establishing an enterprise information base, and synchronously establishing one-to-one corresponding indexes for fields which can be quantified, compared and judged in the enterprise information base according to the fields contained in the enterprise basic information;
3) the management terminal issues policies, configures policy conditions and occupied weights according to the enterprise information base, and establishes a policy base;
4) the enterprise initiates policy matching at a portal end, and when the policy matching is initiated, excessive data does not need to be filled in, the policy matching can be directly applied, and the basic information of the local enterprise is automatically used for comparison;
5) calculating the matching degree, comparing item by item according to the basic data of the enterprise and the conditions required by the configured policy, if the matching degree is met, increasing the corresponding proportion (matching degree), otherwise not increasing the proportion; after all conditions are calculated, all specific gravities are added, and the obtained sum is the matching degree;
6) outputting a matching result, judging that the matching fails according to the condition of the policy and the policy which does not meet the requirement of the lowest matching degree, and displaying the matching result which is not applied by the enterprise in a matching result list;
if the conditions are met, sorting according to the matching degree, and sending feedback to the portal end;
7) and the enterprise receives matching result feedback.
The enterprise information obtained by interface calling is not authorized to be modified by the enterprise, but the data can be manually updated regularly, and the data interface is called to update the original resources of the local database every time the data is updated; for problem data, the enterprise may initiate a complaint of error correction.
The method aims to solve the problems that the policies are unknown, not understood, low in reaching rate and low in reporting efficiency of enterprises in the field of policies. By utilizing a computer technology and an internet communication technology, a one-stop enterprise policy service system is created, so that online release, display, intelligent matching and online application of policies are realized, the sensing time of enterprises on the policies is shortened, the low efficiency of paper declaration is avoided, and the project approval response efficiency is improved.
The method covers the service functions of all scenes of the policy fields such as policy display, matching, pushing, on-line declaration and approval and the like, and realizes a policy custom configuration condition screening model in the aspect of policy matching.
The embodiment of the invention also provides an enterprise intelligent policy service system based on big data, which is provided with a portal end facing enterprise users and a management end facing management users, and as shown in figure 1, the system comprises a basic policy database, a policy matching engine and a policy declaration module;
the system realizes the enterprise intelligent policy service realization method based on big data in the embodiment of the invention.
Specifically, the system provided in this embodiment is implemented by the following configuration:
building service end processing logic by using a Java platform based on a multilayer B/S software architecture of J2 EE; the front end uses a VUE frame and uses HTML, CSS and JS to build a corresponding front end display page; a micro service architecture is used in deployment, and data intercommunication is carried out between services by adopting an API (application programming interface);
establishing the connection between the service ends through a TCP/IP protocol, realizing the data transmission by calling an HTTP interface, and encrypting and decrypting the data by using signature verification and data encryption technology;
accessing government data to perform user basic authentication, calling related interfaces to verify the truth and the correspondence of the incoming parameters, and returning a result;
identifying, verifying and storing the file uploaded in the service process by an OCR character recognition technology, extracting key information in the service file as required and storing the key information, and avoiding the process of repeated filling; necessary legal basis is provided for the effectiveness of the on-line material through the electronic signature technology;
in the aspect of interface management, a data service management platform is set up, an API request forwarded by a server is received, and enterprise information original data is requested from a government affair data interface; in the aspect of safety, the independently developed TDOS big data platform is used for carrying out safety management on government affair data of an enterprise;
the technical architecture with the front end and the rear end separated is adopted, the specification of a rear end API interface is unified, and a set of interfaces can be adapted to WEB, APP, WeChat and government affair APP to integrate various scenes.
The embodiment of the invention also provides an enterprise intelligent policy service device based on big data, which comprises at least one memory and at least one processor;
the at least one memory to store a machine readable program;
the at least one processor is configured to invoke the machine-readable program to execute the big data based enterprise intelligent policy service implementation method according to the above embodiment of the present invention.
The present invention can be easily implemented by those skilled in the art from the above detailed description. It should be understood, however, that the intention is not to limit the invention to the particular embodiments described. On the basis of the disclosed embodiments, a person skilled in the art can combine different technical features at will, thereby implementing different technical solutions.
In addition to the technical features described in the specification, the technology is known to those skilled in the art.

Claims (10)

1. A big data-based enterprise intelligent policy service implementation method is characterized in that the implementation of the method comprises a basic policy database, a policy matching engine and a policy declaration system, and an enterprise user-oriented portal end and a management user-oriented management end are arranged;
establishing a basic policy database locally for storing and managing basic data added by a user and providing management operation of the data;
the policy matching engine introduces enterprise government affair data as a basis of basic data, and builds a policy matching model framework, and a management user performs custom configuration on conditions required by policy declaration;
the policy declaration system comprises a process engine and a form engine, wherein the process engine is used for process definition and execution, and the form engine is used for no-code generation of a business form page and association of a database table; the process and the form are combined to form a process form example, which is called when a user initiates declaration filling, and after submission, the process is executed at a server according to the nodes and the relation persons configured by the process engine, and after the execution is finished, data is filed.
2. The big-data based enterprise intelligent policy service implementation method of claim 1, wherein the policy matching engine comprises a policy matching basic setting, a policy matching condition configuration, a condition and base table field association configuration,
after configuration, an independent API interface is generated, enterprise data are used as parameters to generate and output the corresponding relation between the enterprise and the policy, wherein the corresponding relation comprises the matching degree, the conditions met by all the conditions and the final matching result.

The big data-based enterprise intelligent policy service implementation method according to claim 2, wherein the administrative user performs custom configuration on conditions required for policy declaration, real-time interaction between an interface and a base table is realized in the configuration process, mutual association among a declaration guide table, a matching condition table and an enterprise government information data table is realized under the condition of not increasing codes, and the association logic is packaged and an API interface is exposed;
the business ID and the policy ID are output as corresponding matching results, and the parameters may be one-to-one, one-to-many, many-to-one or many-to-many.

The method for implementing enterprise intelligent policy service based on big data as claimed in claim 1, 2 or 3, wherein the policy declaration system is associated with the declaration guide in the form of a declaration link, when a declaration action for the declaration guide is initiated, a filling page is triggered and called, and after submission, the server executes the filling page in sequence according to the setting of the process engine.

The method for implementing enterprise intelligent policy service based on big data according to claim 1, wherein basic business functions include policy information, policy interpretation, declaration guide and policy subscription, and mainly provide functions of adding, deleting, modifying, checking, processing and portal display of basic data;
the core service functions comprise policy matching, policy pushing, policy deduction, policy pre-declaration, application-free sharing, policy pre-declaration, policy declaration and application-free review, wherein,
the policy matching, the policy pushing, the policy deduction, the policy pre-declaration and the non-declaration and sharing are all based on the policy matching engine to develop business functions, all of which are taken as a bottom logic basis, and when business is triggered, the matching engine service is called to generate a corresponding relation between an enterprise and a policy and retain process data;
the policy pre-declaration, the policy declaration and the declaration exemption are supported by the policy declaration system, flexible configuration of a business process and a front-end form is realized through a process engine and a form engine, a relation is established between the process engine and the form engine on the surface of a library, the form and a declaration guide are associated, flexible interaction of information and logic between objects is realized, and data submission of the front end and flow circulation of the back end are realized.
6. The big-data based enterprise intelligent policy service implementation method according to claim 5,
the policy information provides the functions of displaying, collecting and adding, deleting, modifying and checking the background of the policy information;
the policy interpretation provides the display of the policy interpretation and the functions of adding, deleting, modifying and checking the background; the policy interpretation and the policy information are mutually related, and the two are in a many-to-one relationship and can jump at a page layer;
the declaration guide provides the functions of displaying and collecting policy information and increasing, deleting, modifying and checking the background; the declaration guide and the policy information are mutually associated, and the declaration guide and the policy information are in a many-to-one relationship and can jump at a page layer; meanwhile, the declaration guide is an entry of policy declaration and is used for controlling the opening and closing of a page for filling the form;
the policy subscription is oriented to the portal user, the policy subscription can be carried out, and after the subscription and the updating of the relevant policy categories, corresponding reminding can be carried out;
the policy matching is that the portal end user can initiate the matching of self information and the system full declaration guide data and output a detailed matching result; a match with a certain guideline may also be initiated;
the management end user can maintain the matching conditions of the guide, support one guide to add a plurality of conditions, realize the association of the visual operating conditions and the judgment method of the corresponding fields of the base table, and simultaneously support the time limit setting, the condition weight setting and the custom configuration of the result judgment standard;
the policy pushing is based on a policy matching engine, and a management user can push a specific policy to all platform users meeting matching conditions in the background;
the policy deduction is that based on a policy matching engine and government affair enterprise big data, a management user can initiate one-to-many matching of policies and enterprises on the background, and finally an enterprise list matched with the policies and the enterprises is generated;
the policy pre-declaration supports that before declaration, an enterprise verifies whether key indexes of a project are met so as to determine whether a subsequent declaration process is carried out; the pre-declared bottom logic is still based on the matching engine, but is assisted by the function modification meeting the business scene;
the policy declaration generates a form example through the configuration and association of the process and the form, associates the form example with a corresponding declaration guide, and triggers the process and transfers among roles in the background after the user initiates the declaration;
the process configuration supports process self-defining drawing, node operator designation, countersigning or signing judgment, judgment variable value introduction and js introduction judgment logic; the form engine supports page dragging configuration and rendering and automatic association of a base table;
the declaration and the exemption can be realized by introducing judgment of a policy matching engine or white list judgment in the declaration process, and after enterprise declaration, corresponding conditions are met, and the approval can be directly and automatically succeeded.
7. The big data-based enterprise intelligent policy service implementation method according to claim 1, characterized in that the implementation process of the method is as follows:
1) the local built basic policy database is called through an enterprise interface to obtain enterprise information and supplement enterprise data, and local data retention is achieved;
2) establishing an enterprise information base, and synchronously establishing one-to-one corresponding indexes for quantifiable, comparable and judgeable fields in the enterprise information base according to the fields contained in the enterprise basic information;
3) the management terminal issues policies, configures policy conditions and occupied weights according to the enterprise information base, and establishes a policy base;
4) the enterprise initiates policy matching at a portal end, can directly apply for the policy matching during the initiation, and automatically uses the local enterprise basic information for comparison;
5) calculating the matching degree, comparing item by item according to the basic data of the enterprise and the conditions required by the configured policy, if the matching is met, increasing the corresponding proportion, otherwise not increasing the proportion; after all conditions are calculated, all specific gravities are added, and the obtained sum is the matching degree;
6) outputting a matching result, judging that the matching fails according to the condition of the policy and the policy which does not meet the requirement of the lowest matching degree, and displaying the matching result which is not applied by the enterprise in a matching result list;
if the matching conditions are met, sorting according to the matching degree, and sending feedback to the portal end;
7) and the enterprise receives matching result feedback.

An enterprise intelligent policy service system based on big data is characterized in that the system is provided with a portal end facing enterprise users and a management end facing management users, and the system comprises a basic policy database, a policy matching engine and a policy declaration module;
the system implements the big data based enterprise intelligent policy service implementation method of any one of claims 1-7.
