6. The electrical proportioning valve of claim 1 wherein said water absorbent foam is removably attached to said housing or said cover.
7. The electrical proportioning valve of claim 1 wherein said cloth in said rubber-cloth sandwiched diaphragm is a synthetic fiber fabric.
