the spring buffer mechanism (3) comprises a first spring buffer assembly (3-1), a second spring buffer assembly (3-2) and a third spring buffer assembly (3-3), wherein three spring buffer assemblies are sequentially arranged on the lower end face of the cover plate, the three spring buffer assemblies are identical in structure and comprise four compression springs (3-1-3), one spring buffer plate (3-1-1), two sliding pins (3-1-2) of the pressing mechanism and two pre-tightening bolts (3-1-4), the four compression springs (3-1-3) are arranged between the spring buffer plate (3-1-1) and the cover plate (2-3) in two groups, one end of each compression spring (3-1-3) is in contact with the cover plate (2-3) of the operation tool storage platform, the other end of each compression spring buffer assembly is arranged in a blind hole mounting groove of the spring buffer plate (3-1-1), the first spring buffer assembly (3-1) and the third spring buffer assembly (3-3) are connected with the center pin (3-1-4) through the pre-tightening bolts (3-1-4) through the assembly through the through-hole and the cover plate sliding pin, and the compression pin is connected with the center pin (2) through the threaded hole;
