When the device needs to be fixed on the waist, the second clamping block 112 is pulled backwards manually, the fifth expansion spring 113 is compressed at the moment, then the rear end of the left rubber belt 1 is inserted into the fixing block 111, so that the left rubber belt 1 is in contact with the second clamping block 112, after the proper tightness is adjusted, the second clamping block 112 is loosened, the fifth expansion spring 113 is reset at the moment, the second clamping block 112 is driven to move forwards to reset, so that the second clamping block 112 presses the left rubber belt 1, as the left rear side of the left rubber belt 1 and the front side of the second clamping block 112 are both in a tooth shape, the second clamping block 112 can fix the rubber belt 1, the fixing effect is better, thus, the situation that the rubber belt 1 slips and is separated from the second clamping block 112 and the fixing block 111 to cause the device to be separated from the waist of a person can be avoided, when the device needs to be taken down, the second clamping block 112 is pulled backwards manually, so that the left rubber belt 1 of the second clamping block 112 is loosened, then, the left rubber belt 1 is pulled out of the fixing block 111, then the second clamping block 112 is loosened, the fifth expansion spring 113 is reset at the moment, the second clamping block 112 is driven to reset, and then the device is taken down.

the push rod (74) is connected with the inner part of the second bracket (73) in a sliding way, and the push rod (74) is used for driving the rubber pad (63) to move;
the rotating rod (75) and the rotating rod (75) used for driving the push rod (74) to move are connected to the left lower side of the fixed shell (3) in a rotating mode, and the right side of the rotating rod (75) is connected with the left side of the push rod (74) in a sliding mode.

7. A portable suspended water emergency device according to claim 6, further comprising an adjustment mechanism (11) for securing the rubber band (1), the adjustment mechanism (11) comprising:
the rear end of the right rubber belt (1) is provided with a fixed block (111);
the second fixture block (112) is connected inside the fixing block (111) in a sliding mode and used for fixing the rubber belt (1);
and a fifth expansion spring (113), wherein the middle part of the second clamping block (112) is sleeved with the fifth expansion spring (113).
