2. The system of claim 1, wherein: the in-situ remediation and removal module comprises an in-situ agent injection module, and agents are added into the polluted site through the in-situ agent injection module to clean the organochlorine pesticide.
3. The system of claim 1, wherein: the in-situ repair and removal module comprises an in-situ electric heating module and an in-situ gas phase extraction module;
the in-situ electric heating module heats the organochlorine pesticide in the polluted site, cleans the organochlorine pesticide and generates waste gas; the in-situ vapor extraction module extracts waste gas and is connected with the tail gas tail water treatment module, and the tail gas tail water treatment module treats the waste gas.
4. The system of claim 1, wherein: the in-situ repairing and removing module comprises an in-situ medicament injection module, an in-situ electric heating module and an in-situ gas phase extraction module;
adding a medicament into the polluted site through the in-situ medicament injection module, activating the medicament through heating of the in-situ electric heating module, and quickly reacting the activated medicament with an organic chlorine pesticide to generate waste gas;
the in-situ vapor extraction module extracts waste gas and is connected with the tail gas tail water treatment module, and the tail gas tail water treatment module treats the waste gas.
5. The system of claim 4, wherein:
the in-situ medicament injection module comprises medicament injection equipment, a medicament preparation device and an injection well;
the electric heating module comprises a heating device, a stability measuring device, a heating well and an intelligent electric control unit;
the in-situ vapor extraction module comprises a vacuum fan and a vapor extraction well.
6. The system according to claim 3 or 4, characterized in that: the tail gas and tail water treatment module comprises a tail gas treatment module and a tail water treatment module which are sequentially connected;
the extraction well of the in-situ gas phase extraction module is connected with the tail gas treatment module, and the tail gas treatment module comprises a cooling and leaching unit, a dust removal unit, a catalytic oxidation unit, an adsorption unit, an exhaust funnel and a real-time monitoring unit;
the tail water disposal module is connected with a liquid phase outlet of a cooling and leaching unit of the tail gas treatment unit, and the waste gas enters the tail water disposal module through a liquefaction part of the cooling and leaching unit to be treated.

The system of claim 1, wherein: the risk management and control system further comprises a horizontal risk management and control module, wherein the horizontal risk management and control module is arranged on the upper side of the pollution site to prevent peculiar smell generated in the organochlorine pesticide treatment process from escaping.
8. The system of claim 7, wherein: the vertical risk management and control module can adopt a rigid vertical management and control module, a flexible vertical management and control module, a composite vertical management and control module or an in-situ barrier reaction zone module;
the rigid vertical control module, the flexible vertical control module and the composite vertical control module respectively comprise a vertical barrier and a detection control well, and the materials of the vertical barriers are different;
the in-situ blocking reaction zone comprises an in-situ injection well, an injection pipeline, a blocking medicament and a monitoring control well.
9. The system of claim 7, wherein: the horizontal risk management and control module can adopt a horizontal physical management and control module and a horizontal biological management and control module.
10. The system of claim 9, wherein:
the horizontal physical management and control module comprises a horizontal barrier;
the horizontal biological control module comprises a microbial carrier, a microbial agent and a fabric surface layer resistance control layer.
