step 213, determining the online access amount of the external area according to the online access information of each item.
Specifically, the list information of each item includes transaction processing guide information, wherein the transaction processing guide information includes a material delivery method and item processing profile information.
When step 211 is performed, the material delivery method may be directly extracted from the list information, and if the material delivery method is not recorded in the list information of the event, the default material delivery method is field fetching.
When step 211 is performed, the number of transactions on site for each transaction can be determined directly from the transaction profile information. If the online transaction level is recorded in the transaction profile information, the online transaction level information can be directly extracted from the transaction profile information, and if the online transaction level information does not exist in the transaction profile information, the transaction profile information is compared with the predetermined online transaction level standard information, and the online transaction level of each transaction is determined according to the comparison result. In one embodiment, the information on the online transaction level criteria is shown below, taking government affairs as an example:
stage I: the transaction has already implemented the transaction information distribution. The item can provide detailed and specific transaction guidance, online consultation and complaint channels, but cannot provide online transaction and needs to be submitted on site for transaction.
And II, stage: this matter has enabled the online pre-review of application materials. The user can submit and correct the relevant application information and materials through the network, the auditing mechanism carries out pre-auditing on the submitted materials on the platform, after the pre-auditing is passed, the user still needs to carry the original materials to be submitted and transacted on site, and after the approval decision is made, the user can obtain the result on site and can also select a logistics delivery mode to deliver the approval result. The whole handling process should be carried out on site for no more than 2 times.
Grade III: this matter has enabled the on-line verification of application materials. The user can submit and correct the related application information and materials through the network, the materials meet the handling conditions and directly enter the handling program, the user can inquire the handling state and the consultation problems on the network, and after the approval decision is made, the user needs to check the original materials on site and get the approval result after payment. The whole process should be on site for no more than 1 time.
IV stage: this matter has been implemented as a full-scale web. The user can submit and revise the relevant application information and materials through the network, the approval mechanism carries out online verification on the submitted materials, the materials directly enter a handling program after the materials are accepted, the user can inquire handling states and consultation problems on the network, and after approval decision is made, the user can deliver approval results through logistics after online payment. The whole process does not need to be handled on site.
In specific implementation, the standard information of the on-line transaction level of each item can be set according to actual conditions, and the information is not limited in this document.
When the step 212 is implemented, the total transaction amount of each item is obtained by counting the total transaction amount of each item according to the item as the label.
When step 213 is implemented, the access information except the predetermined area is first screened from the online access information of each item, and the online access amount of the external area is determined by counting the IP address amount in the screened online access information.
As shown in fig. 4, the step 220 of calculating the cross-region communication degree of each item based on the statistical value of the element parameter of each item includes:
step 221, matching the statistic value of each element parameter of each item with a grading rule of the element parameter, wherein a mapping relation between an element parameter value range and grading is stored in the grading rule of the element parameter;
step 222, calculating the cross-region communication degree of each item according to the score matched with the statistical value of each element parameter of each item.
In detail, the process of establishing the scoring rule of the element parameters in step 221 includes:
establishing a total transaction amount scoring rule according to the principle that the total transaction amount is in direct proportion to the score;
establishing a grading rule of the material transfer mode according to a grading principle that the grading of the express delivery supported by the material transfer mode is smaller than that of the express delivery supported by the material transfer mode;
establishing a grading rule of the field handling times according to the principle that the field handling times are in direct proportion to the grading;
establishing a grading rule of the online transaction level according to the principle that the online transaction level is in inverse proportion to the grading;
and establishing a grading rule of the online access amount of the outer area according to the principle that the online access amount of the outer area is in direct proportion to the grading.
In practical implementation, the score of a specific element in the scoring rule can be determined according to the above rule, which is not limited herein. Taking a government affair as an example, the predetermined region is a province, the predetermined time is the last 12 months (i.e. the last year), and the scoring rules of the element parameters are shown in table one:
watch 1
Figure BDA0003444383520000101
Figure BDA0003444383520000111
The first table is only an example, and in the specific implementation, the specific score can be set according to the actual situation.
When step 222 is performed, the cross-region handling degree of each item can be calculated by using the following formula:
Figure BDA0003444383520000112
wherein S isiThe cross-region communication degree of the ith item; a isijThe weight of the jth element parameter of the ith item; x is the number ofijThe scoring value of the jth element parameter of the ith item; n is the total amount of element parameters. The weight of the element parameter of each item can be set according to the actual situation, and the value is not limited in this document.
In specific implementation, the scoring values of the element parameters of all matters can be directly summed to obtain the cross-region handling degree.
When the step 230 is implemented, based on the above statistics, the larger the score is, the larger the passing requirement of the representative item is, in a specific embodiment, the maximum score is 100 points, the cross-region passing degree score is set to be 70 or more as the to-be-passed item, the transaction with the score between 70 points and 40 points is the alternative to-be-passed item, and the transaction with the score less than 40 points is the transaction with the small cross-region passing requirement. After the to-be-accessed event item meets the access requirement, the target access area of the to-be-accessed event is determined according to the online access amount of the alternative access area outside the to-be-accessed event, and the alternative access event is sent to the transaction mechanism of the target access area, so that cross-regional access is gradually achieved according to the access degree.
When the step 240 is implemented, screening out the area with the access amount larger than a second preset value according to the online access amount of the area outside the to-be-handled event; and taking the screened area as a target transaction area of the to-be-transaction items. For example, the target transaction areas corresponding to the "social security card loss report" item of a province city a are province city B and province city C.
When the step 250 is implemented, the to-be-transacted affair to be affair.
In an embodiment of the present disclosure, in order to improve the optimization efficiency of the target handling area, as shown in fig. 5, the method for determining the cross-regional handling items includes, in addition to the above steps 210 to 240:
step 260, generating cross-region handling flow proposal information according to the items to be handled;
and 270, sending the cross-region handling flow proposal information to the handling institution of the target handling area.
In detail, the transaction items to be communicated can be loaded into the cross-region communication flow proposal template, so that cross-region communication flow proposal information is generated. The standard suggestion information of the cross-region transaction item transaction process is recorded in the cross-region transaction process suggestion template, and can be set according to the actual situation, and the standard suggestion information is not limited in the text.
After the related personnel of the office organization obtain the cross-region communication flow suggestion information, the implementation mode of the cross-region communication can be directly obtained. For example, the cross-region general flow recommendation information is: and adding the call-through window of the user in the preset area to the items.
In one embodiment, to facilitate networking of the predefined regional items, as shown in fig. 6, the cross-regional transaction item determination method further includes, in addition to the steps 210 to 250:
step 260', determining local networked suggestion information according to the statistical value of the networked relevant parameters of the to-be-transacted affairs and the target value of the networked relevant parameters;
