when closing cap (12) is opened to needs, first running-board (6) is stepped on to the user's foot, and first running-board (6) moves down and compresses second elastic component (5), drives the other end of balance plate (3) and upwards rotates, drives offset plate and stock (10) rebound when balance plate (3) upwards rotate, and stock (10) rebound with closing cap (12) jack-up, and rotation takes place for closing cap (12), can be in order to accomplish to close cap (12) and open the operation.
