establishing an efficiency evaluation index system according to management data of an emergency management system of a public security traffic command center, wherein the emergency management system of the public security traffic command center comprises an alarm receiving and processing platform, a video monitoring platform and a traffic signal control platform, and the efficiency evaluation index system comprises a plurality of evaluation indexes;
constructing a judgment matrix for the efficiency evaluation index system, and determining a weight vector of the efficiency evaluation index system, wherein the weight vector comprises a weight value of each evaluation index;
constructing the membership of each evaluation index for the efficiency evaluation index system, and calculating to obtain a fuzzy evaluation matrix of the efficiency evaluation index system according to the membership of each evaluation index;
obtaining a performance evaluation result vector according to the weight vector and the fuzzy evaluation matrix;
and calculating to obtain a final efficiency evaluation result according to the efficiency evaluation result vector and a preset efficiency state comment set.

The method for evaluating the emergency management performance of the police traffic guidance center according to claim 1, wherein the step of constructing a judgment matrix for the performance evaluation index system and determining the weight vector of the performance evaluation index system comprises the following steps:
analyzing the relative importance between any two evaluation indexes according to a calibration method;

calculating the maximum characteristic root of the judgment matrix and a weight vector thereof;
carrying out consistency check on the judgment matrix according to the maximum characteristic root;
and if the consistency check of the judgment matrix meets the requirement, determining that the weight vector is valid, and determining the weight vector as the weight vector of the efficiency evaluation index system.

The method for evaluating the emergency management performance of the police traffic guidance center according to claim 1, wherein the step of constructing the membership of each evaluation index for the performance evaluation index system and calculating the fuzzy evaluation matrix of the performance evaluation index system according to the membership of each evaluation index comprises the following steps:
presetting a performance state comment set;
determining the membership degree of each evaluation index according to the effectiveness state comment set;
determining a membership function of each evaluation index according to the membership of the evaluation index;
and calculating to obtain a fuzzy evaluation matrix of the efficiency evaluation index system according to the membership function of each evaluation index.
